- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is: W81XWH-15-T-0360 and is being issued under Request For Quote LW5218. This is a notice that this action is 100% set aside for small business. The SIC Code is 3585; the North American Industry Classification System (NAICS) code is 333415 (size standard 750 employees). The following action is to be completed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Medical Research Institute of Infectious Diseases (USAMRIID) for 2 Ultra-Low -86 Degrees Celsius Stirling Freezers, Brand Name or Equal, with the associated minimum essential characteristics (MECs) found in this solicitation. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as an RFQ and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2005-83, which is effective 3 August 2015. Unless otherwise specified, all Federal Acquisition Regulation (FAR) and other directive material contained in FAC 2005-83 is effective July 2, 2015, except for Item I (Inflation Adjustment of Acquisition -Related Thresholds) which is effective October 1, 2015; Item II (Prohibition on Contracting with Inverted Domestic Corporations-Representation and Notification) which is effective November 1, 2015; and Items III (Update to Product and Service Codes), IV (Clarification on Justification for Urgent Noncompetitive Awards Exceeding One Year), and VI (Permanent Authority for Use of Simplified Acquisition Procedures for certain Commercial Items), which are effective August 3, 2015. No hard copies of the solicitation will be issued by this contracting office.
