- Section M Evaluation Factors for Award Section L Attachments Section L Instructions to Offerors Section J Attachments International Affairs, Request for Proposal (RFP) HQ0147-15-R-0024 The Missile Defense Agency hereby releases the Final Request for Proposal (RFP), solicitation number HQ0147-15-R-0024, for the Agency's "International Affairs" contract under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. The requirements for this contract include support to the Ballistic Missile Defense System (BMDS) in the areas of engineering and technical support; studies, analyses, and evaluations; and management and professional services for the agency's International Affairs Directorate and the Functional Matrixed Support Program Offices of the Aegis Ballistic Missile Defense (BMD) Program, the Sensors BMD Program, and the Terminal High Altitude Area BMD Program. This procurement is issued as a 100 percent small business set-aside. The NAICS code for this procurement is 541330; Small Business Size Standard is $38,500,000. It is anticipated that this award will result in a blended cost-plus fixed fee and cost-plus incentive fee completion-contract for a base period of three years and two, one-year option periods. Award will be made based on Best Value to the Government. All responsible small business offerors may submit an offer. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps Website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Any proposal questions shall be submitted by 8 September 2015, 4:00 PM (CST). Proposals are due 30 September 2015 by 2:00 PM (CST).
