- Section M - Evaluation Criteria Section L - Attachments Section L - Instructions to Offerors Section J Attachments Environmental Management RFP The Missile Defense Agency hereby releases the Final Request for Proposal (RFP), solicitation number HQ0147-15-R-0014, for the Agency's Environmental Management under the Technical, Engineering, Advisory, and Management Support (TEAMS) Acquisitions. This requirement is for sustainable environmental management planning, compliance, sustainability and related technical support to the Ballistic Missile Defense System (BMDS) in the following areas: 1) environmental analysis, planning, strategies, estimates, regulatory requirements, and recommendations to assist in managing facilities, military construction, and environmental initiatives; 2) Development of Energy Conservation and sustainability program and reporting; 3) Development, implementation, sustainment and execution of BMDS environmental management programs and policies for facilities, MILCON, and related environmental management activities; 4) Environmental compliance, planning, and regulatory requirements for siting and geotechnical efforts; 5) Environmental policy, test support, planning, analysis, and compliance both in the Continental United States (CONUS) and overseas; 6) Integration of environmental management systems (EMS) and environmental initiatives into MDA missions; and 7) Environmental planning, analysis, and regulatory support for the BMDS development, test and deployment programs, including international BMDS deployment across the agency. This procurement is set aside for a small business concern. The NAICS code for this procurement is 541330 (Engineering Services); Small Business Size Standard is $38,500,000 when applying the "Military and Aerospace Equipment and Military Weapons" exception. It is anticipated that award will result in a single cost plus incentive fee (CPIF) contract for a base period of three years and two, one-year option periods. Award will be made based on Best Value to the Government. All responsible small business offerors may submit an offer. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The Solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals are due September 30, 2015 by 2:00 PM CST.
