- chapter 5 multiple uses air soil water more analysis analysis minerals recreation transportation water use intro Index This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposals (RFP) AG-82MK-S-15-0019. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-83 and are available in full text through Internet access at http://www.acquisition.gov/far. The North American Industry Classification System (NAICS) code is 541620 and the small business size standard is $15 million. The proposed contract is 100% set-aside for small business enterprises. The Grand Mesa-Uncompahgre-Gunnison NF (GMUG) requires assistance to complete the GMUG Plan Revision Assessment 2 - Assessing Air, Soil and Water Resources (FSH 12.2). The assessment involves identifying and evaluating readily available information for air, soil and water resources in the GMUG planning area. This is further detailed in the Performance Work Statement. Proposals are due on September 3, 2015 at 3:00PM Mountain Time and shall be delivered by the specified time electronically to jtobin@fs.fed.us. Alternatively, they may be delivered to the USFS/GMUG, Attn: Jay Tobin, 2250 Highway 50, Delta, CO 81416. Facsimile proposals will not be accepted. All questions regarding this solicitation shall be submitted via e-mail. The Government will award one contract resulting from this solicitation to the responsible Offeror whose response best conforms to the solicitation and which will be the most advantageous to the Government, price and other factors considered. Offerors must be registered at the System for Award Management ( www.sam.gov ) to be eligible for award. Several questions have been received. The answers have been provided here. 1. Can you please provide the 2005 Forest Plan Assessments mentioned in the RFP? I have not been able to readily locate this information on the GMUG website. DOCUMENTS ATTACHED. 2. Can you please provide an example assessment template as mentioned in Task 2? DOCUMENTS ATTACHED. 3. Can GMUG give an approximate estimate as to the relative percentage of the sources of information for preparation of the assessments that will be provided by GMUG versus outside sources? To the extent that this assessment builds upon the GMUG's 2005 Assessment, which already references outside sources, IT'S estimated that 75-80% of information would be provided by GMUG. We are required to consider information the public brings forward, as well as best available science. Public-provided information and newer scientific literature, if applicable, would constitute the bulk of other sources. 4. Section 13.34 - Watershed of the FSH addresses water resources in the plan area. This section focuses on public use of water resources. a. To what degree does GMUG want to define and discuss water rights in the plan area? (water decrees and diversions can be readily plotted but distinguishing the type of each water right requires an in-depth evaluation)? At a broad and general scale. i.e., it would be good to be able to discuss types of water rights within the Gunnison Basin, as distinguished from types of water rights on the Grand Mesa. Assessments should be rapid and use readily available information. We do not expect in-depth evaluations of individual water rights. IF that level of detail were completed in '05 assessments, we can reference such. b. Does GMUG want to quantify the amount of water on each perennial stream that is diverted for consumptive use or by use in general (domestic, agricultural, commercial, recreation, in-stream, etc.)? If completed in 2005 assessments, we will pull this information forward and reference such. Otherwise no. c. Does GMUG anticipate a level of detail that designates the uses of every perennial stream in the plan area? i. If completed in 2005 assessments, we will pull this information forward and reference such. Otherwise no. ALL OTHER TERMS AND CONDITIONS, INCLUDING THE RESPONSE DATE, REMAIN UNCHANGED.
