Description
DRAFT_PWS The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a cost plus fixed fee contract on a sole source basis to Innovative Professional Solutions (IPS) Inc., 8317 Front Beach Road, Suite 17D, Panama City Beach, FL 32407 for continuation of logistics, fielding, mission analysis, technology transition experts, and related support personnel to support Unmanned Maritime System development, transition, and acquisition tasks that are on-going and planned at NSWC PCD. This procurement is sole source for the following reasons: IPS is currently providing these services under Seaport-e task order N00178-04-D-4068-HR06 which has a period of performance through January 2016. NSWC PCD is actively engaged in competitive small business set-aside procurement in Seaport-e for follow-on to N00178-04-D-4068-HR06 for the required services and anticipates an award in March 2016. As a result, the program will experience interruptions in critical services if a new vehicle is not in place in January 2016. The incumbent of the current task order (N00178-04-D-4068-HR06) IPS is the only contractor that is currently mobilized specifically for this effort. Following competitive procedures or awarding to another contractor for a bridge effort would potentially put the program at risk due to additional requirement of mobilization. If NSWC PCD does not award a bridge contract to IPS to cover the 4 month time period prior to award of the competitive Seaport task order, this work will not be performed, resulting in a work stoppage disrupting the LCS Mine Warfare Mission Package IOT&E as well as the MK-18 Explosive Ordnance Disposal Unmanned Underwater Vehicle program test schedule. This work stoppage will include the termination of several mission-critical services, placing the Government at financial and project risk. In summary, IPS has been providing this support for NSWC PCD for over three years. No other sources except IPS currently possess the technical qualifications and necessary resources to fulfill the requirement described herein. The order will ensure continuity of service during critical testing for the Littoral Combat Ship (LCS). The NAICS Code for this procurement is 541330. The Small Business Size Standard is $38.5M. The PSC Code is J019.
