- Drawings Solicitation Package The Defense Logistics Agency, Defense Supply Center/DLA Land and Maritime, Columbus Ohio has a requirement for Maintenance and Repair to Pavement located at the Defense Supply Center Columbus, Ohio. This procurement is issued as a 100% small business set aside. The award will be a firm fixed contract. Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance. There will be one award made for this project. Award may be made without discussions. The following summary is for the purpose of general information and is not intended to include or describe every feature or item or to define the scope of work. It is expected that prospective contractors will attend the site visit and thoroughly familiarize themselves with the project prior to submitting a proposal. A site visit for this project is scheduled for 09 September 2015 at 1:00 PM local time at Building 308. Access to the Defense Supply Center/DLA Land and Maritime, Columbus, Ohio is restricted. All individuals wishing to attend the site visit will be required to request access no later than 24 hours prior to the site visit. Those individuals wishing to attend must provide their name and corporate affiliation to barbara.bocsy@dla.mil by email. The Defense Supply Center is a secure facility and individuals who do not preregister will not be granted access. Individuals will need to enter the Center through the Visitor Processing Center at 3990 East Broad Street and a valid federal or state issued photo identification will be required. PROJECT INFORMATION: The Request for Proposals will solicit for a single award firm fixed priced contract for work to be performed at the Defense Supply Center Columbus located in Columbus, OH. Disclosure of the Magnitude of Construction projects as required by FAR 36.204 for this project is between $5,000,000.00 and $10,000,000.00 The contractor must be able to obtain construction performance and payment bonding or an irrevocable letter of credit for this project. SCOPE: The Contractor shall furnish all labor, material, supplies, equipment, tools, delivery, disposal and supervision necessary to perform all operations in conjunction with this project complete, CSC-15718 M&R to Pavement located at the Defense Supply Center Columbus in strict accordance with the specifications for the project and Contract Drawing No. 5-416 subject to the terms and provisions of the contract. C ontractor shall perform the following work to complete this project: Areas with 2-inch Mill and Overlay: •· Bldg. 41 West Parking Lot - After Bldg. 41 and other adjacent buildings were demolished years ago, this area has been utilized for truck weight station. The existing parking lot pavement is not adequate to take the truck load therefore the pavement in this area heavily cracked. The portion of the pavement in this area where direct truck traffic is undergone will be repaired with full-depth replacement with thicker pavement section. All other service area will be repaired with 2-inch mill and overlay. •· 18 th Blvd South - Repair damaged pavement and poor drainage •· Bldg. 330 South Parking Lot - Repair damaged pavement and poor drainage •· Mason Run East Parking Lot - Repair damaged pavement and poor drainage •· Washington Lane - Repair damaged pavement and poor drainage, and replace deteriorated plastic parking blocks with concrete blocks. •· 4 th Blvd - Repair damaged pavement and poor drainage •· Bldg. 27 North Parking Lot - Repair damaged pavement and poor drainage •· G Street and Vicinity - Repair damaged pavement and poor drainage •· A Street and Vicinity - Repair damaged pavement and poor drainage •· Bldgs. 306 and 308 Parking Lot - Repair damaged pavement and poor drainage •· Bldg. 22 Parking Lot - Repair damaged pavement and poor drainage, and repair unsafe concrete sidewalks •· Bldg. 20 South Parking Lot - Repair damaged pavement and poor drainage Areas with Full depth pavement repair and other utility repair works: •· Bldg. 41 West Parking Lot near the truck weight station - This parking lot is now utilized as a path to the truck weigh station and subject to repeated heavy truck load. Repair damaged pavement, and improve the pavement structural capacity by increasing the pavement thickness. •· E Street and Vicinity- E Street is a major artery connects James Road Gate (Truck Gate) and the center. Many alligator cracks and rutting are identified due to its poor structural capacity and underdrains. The pavement was originally designed for a small street between the warehouses which had been demolished. The existing storm pipes are also identified with many longitudinal and circular cracks during 2008/2009 inspection. •· Roosevelt and Foyle Intersection - Roosevelt and Foyle Intersection is a major artery connects James Road Gate (Truck Gate) and the center. Many alligator cracks and rutting are identified due to its poor structural capacity and underdrains. The existing storm pipes are also identified with many longitudinal and circular cracks during 2008/2009 inspection. Building ramps and loading dock areas concrete repair/replacement: •· Bldgs. 27 and 30 West Ramp - Repair heavily deteriorated concrete ramps and truck loading dock. •· Bldgs. 17, 18, and 30 North and South Ramp - Repair heavily deteriorated concrete ramps and truck loading dock. New Constructions and Improvements (Capital Minor Construction) - Areas where require new pavements: •· Roosevelt and Foyle Intersection - In addition to pavement repair, a lane widening is to be performed to accommodate increase traffic to the James Road Gate and Fitness Center. Additionally, New sidewalk will be constructed along the Northside of Roosevelt Lane between 10 th Blvd and Jackson Blvd. This section of the roadway is the only section there is no sidewalk for foot traffic on either side of the roadway, and it has been identified as unsafe are for pedestrians. •· DRMS Scrapyard - Pave the existing Disposition Service scrapyard. A bio-retention system will be constructed to utilize the runoff water during the storm event. •· Bldgs. 306 and 308 Parking Lot - Improving the existing parking lot by realign the curbed parking lot shape originated from demolished railroad tracks to a straight and rectangular shape. By improving the areas configuration, both parking lots will receive more parking spaces and drainage and landscape improvements. •· Granite Storage Pad between Bldg. 318 and 319 - The existing granite storage space are not paved and much of vegetation had outgrown in the area created unsafe and hazardous work environment for associates. The new granite storage pad with paved access road will provide better and safe work place and will safe unnecessary damages to the stored granite pad for the Bldgs. 20 and 21 maintenance. A bio-retention system will be constructed to utilize the runoff water during the storm event. CONTRACTOR QUALIFICATIONS: This project requires the use of specialized skills and equipment. Contractors submitting offers for this project shall have not less than a minimum of three (3) years of work experience in having satisfactorily performed work of the types required by this project. Contractor personnel will not require a secret clearance. The contract will be required by law to pay prevailing Davis Bacon Act wage rates for all construction work awarded under the contract. The Defense Supply Center Columbus is located in Franklin County, Ohio. PERIOD OF PERFORMANCE: All work associated with the performance of this project ms be completed within 180 calendar days after receipt of the Notice to Proceed. The solicitation will close at 1:00 PM (Eastern) on 16 September, 2015.
