- Statement of Work (SOW) RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included within the notice. The U.S. Customs and Border Protection (CBP) is issuing this request for quotation (RFQ) to acquire three (3) new 40' cargo containers to be shipped and delivered/installed at the Mosquito Point Bunker in St. Thomas, Virgin Islands.
