- The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, IAW FAR 13.106-1(b), intends to award a sole-source, firm-fixed-price contract to Thermal Wave Imaging (TWI), Ferndale, MI (CAGE: 01SM0) to procure a quantity of one (1) VoyageIR PRO Non-Destructive Inspection (NDI) System - Digital, P/N: VR-2010-02-PR-M1, to support a coordinated research and development program that was awarded to representatives from NAVAIR Lakehurst and the Fleet Readiness Centers (FRCs) in Cherry Point, Jacksonville, and North Island. The purpose of the program will be to evaluate thermographic inspection technology for establishment of intermediate maintenance level (I-Level) NDI applications. The intent of NAVAIR Lakehurst is to use the thermographic inspection technology to perform large area volumetric inspections as well as potentially replace labor intensive smaller area legacy inspections with "Point and Shoot" simplified larger area inspection procedures. The VoyageIR PRO NDI System - Digital, P/N: VR-2010-02-PR-M1, has been evaluated and is being used at the depot maintenance level to meet individual aircraft platform requirements. Early evaluation results on the H-1 main rotor blade reference standards have shown potential in H-1 and V-22 rotor blade inspections by increasing the ease of inspection and reducing the number of false rejections. Therefore, this sole source procurement would focus specifically on development of H1/V22 rotor blade inspections while continuing to evaluate other aircraft platforms. Lessons learned from using the base-lined equipment will be shared amongst the multi-site team and applied to the research and development program. TWI is the original equipment manufacturer (OEM) for the VoyageIR PRO NDI System - Digital, P/N: VR-2010-02-PR-M1, and all data related to this equipment is proprietary to TWI. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received in response to this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
