- Description
- The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a purchase order on a sole source basis, under the authority of FAR Part 6.302-1, with Microwave Telemetry, Inc., Columbia, MD for solar powered GSM telemetry units with GPS capability and battery life greater than one year that weighs 45 grams or less, GSM 20-70 Transmitters. The USDA's goal of this project is to use satellite telemetry to determine meta-population dynamics and movement and migration patterns in response to management efforts for vultures using airspace of Key West Naval Air Station as well as Everglades National Park. The project will encompass a collaborative effort where migratory birds will be fitted with GPS capable satellite transmitters and released to determine their migratory impacts to air safety. These units will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on Microwave Telemetry having prior work experience with USDA APHIS and currently the only manufacturer that makes a solar powered GSM/GPS capable unit with greater than one year of battery life, with location, speed, direction and altitude capability, and is small enough ≤ 45 g to attach to vultures. The anticipated total value of the purchase order is $11,850.00. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
