Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with University of Florida Veterinary Hospitals, College of Veterinary Medicine, Gainesville, Florida, using the procedures in FAR Part 13, to provide processing of sea turtle tissues for histological examination, staining of tissue samples for detection of infectious agents or characterization of disease processes, analysis of biological samples for pathogens, laboratory analysis of blood and bodily fluids, diagnostic imaging, procurement of prescription medications required for field studies, and sanitary disposal of animal remains following necropsy.. The required services fulfill a veterinary medical role within NOAA/NMFS/OPS that meet our responsibilities to conserve and recover sea turtles under the Endangered Species Act (ESA). NOAA/NMFS/OPR staff are strategically stationed at the University of Florida Veterinary Hospital in order to effectively respond to stranding events and to investigate mortality events in the southeast United States. The deliverables included in this contract require close proximity (within the same hospital network) to the service provider in order to provide timely results for veterinary cases, maintain efficient continuity of work flow, and to fulfill basic logistical requirements. Medical support services are often provided under circumstances that require timely sample processing, analysis, and reporting to inform situations that affect the welfare and medical treatment of live protected species, or in response to urgent situations where regulatory or enforcement action may result. Alternative providers for these services require samples to be shipped elsewhere or otherwise transported, adding days or weeks to turnaround time and leading to delays and significant reductions in efficiency that interfere or prevent NOAA/NMFS/OPR from meeting our obligations under the ESA. In addition, the quality of results obtained by microbiological services is more reliable when procedures are performed in-house, which eliminates a time lag from shipping or transportation that may affect pathogen viability or otherwise alter culture results. Disposal of animal remains after necropsy must be done as rapidly as possible as freezer storage space to retain necropsied carcasses is not available and on-site disposal is the safest and most effective way to handle these tissues. The statutory authority for other than full and open competition is FAR 13.106-1(b), only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541941 with a business size standard of $7.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 4:00 PM, September 4, 2015. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to linda.mullen@noaa.gov by 4:00 PM, September 4, 2015.
