Description
E-2D Hawkeye Integrated Training System (HITS) Courseware Concurrency Upgrade Pre-solicitation Notice This contract action is being conducted pursuant to the procedures at FAR Subpart 16.505 under the auspices of Training Data Products Contract (TDPC), Functional Areas I and II, LOT II, a Naval Air Warfare Center Training Systems Division (NAWCTSD) Multiple Award Contract (MAC). Therefore, pursuant to FAR Subpart 5.202(a)(6) and 16.505(a)(1), this contract action is exempt from synopsizing requirements. However, to increase transparency of NAWCTSD requirements and increase opportunities for subcontracting, notice of this opportunity is being provided. Only Training Data Products Contract (TDPC), LOT II, Prime Contractors (contractors previously awarded a contract within this vehicle) with eligibilities for both Functional Areas I and II are considered an interested party in this contract action. All inquiries regarding participation as a subcontractor should be submitted to a Prime Contractor for consideration. Any documents available for this contract action not otherwise attached hereto, including but not limited to Solicitations, Statements of Work (SOW), and Specifications will be made available only to qualifying Prime Contractors. The Naval Air Warfare Center Training Systems Division (NAWCTSD) at Orlando, FL has a requirement to support Naval Air Systems Command (NAVAIR) with Courseware Concurrency Upgrades to the existing E-2D aircrew and maintenance training systems. This requirement includes providing all labor, material, transportation, training and support services necessary to deliver and support the training content delivered. The Contractor shall design, develop, deliver, and functionally test new courseware and revisions to existing courseware for HITS, both aircrew and maintenance, to include installation support at both training sites located onboard Naval Station Norfolk. The contractor shall provide on-site support during Government Courseware Acceptance Testing (GCAT) for maintenance and Government Acceptance Testing (GAT) for aircrew. Primarily the end item deliverables consist of data items such as: Learning objectives revised for concurrency Approximately 130 hours of Instructor Led Training (ILT) Content Computer Aided Instruction (Level II) to support ILT Approximately 95 hours of Level II and III IMI Interactive Courseware Approximately 47 hours of Electronic Tests The Government currently retains unlimited rights to all uncompiled source code and object code for the existing courseware developed under the program, for which the Government intends to provide for each support software routine required to design, produce, and use the curriculum and courseware under this contract. The Government intends to solicit this requirement utilizing full and open competition after exclusion of sources (i.e. 100% small business set-aside). The anticipated award will be a non-commercial delivery order under the existing Training Data Products Contract (TDPC) Multiple Award Contract (MAC), Lot II (small business), utilizing a Firm Fixed Price contract type and pricing. Only Lot II awardees of the TDPC MAC with the right to compete in Functional Areas I and II will be considered for award (Lot Determinations attached). The planned period of performance for the delivery order will be five years and the anticipated initial budget is approximately $3M. Specific details of the procurement will be provided in the formal RFP N61340-16-R-0004, which will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil/index.aspx and the Federal Business Opportunities (FBO) website at https://www.fbo.gov/ on approximately 15 October 2015. Periodic access to the websites is essential for obtaining updated documentation and the latest information regarding the procurement.
