- The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny, New Jersey 07806-5000, on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (PM-MAS), intends to issue a non-competitive Request for Proposal (RFP) to General Dynamics-Ordnance and Tactical Systems (GD-OTS) Canada for the 9mm M1041 Practice Ammunition Cartridge for use in the Close Combat Mission Capability Kit (CCMCK). The 9mm CCMCK program includes marking rounds (blue/red) which will be used with the CCMCK. This ammunition is fired in the M9 Pistol converted with the CCMCK Conversion Barrel (NSN 1005-20-003-2362), the M11 Pistol converted with the CCMCK Conversion Barrel (NSN 1005-20-003-2361) and the M4 Carbine converted with the Simunition M4 9mm Upper Receiver Conversion Kit (NSN 1005-01-454-9283). The CCMCK is a user installed temporary weapon conversion system that allows the soldier to employ an individual weapon (M9/M11 Pistols and M4 Carbine) at a minimum engagement distance of five (5) feet using low velocity marking ammunition while precluding the weapon from firing standard service ammunition. The marking ammunition a reduced-energy, non-lethal cartridge that leaves a bright, water-soluble color marking compound on the target upon impact, without penetrating the soldier's Army Combat Uniform (ACU) or Personnel Protective Equipment (PPE). The visible impact left by the marking compound allows for an accurate assessment of simulated lethality and shot placement. The purpose of the planned contract is for the manufacturing, testing, packaging, and delivery of 9mm M1041 Practice Ammunition Cartridges for use in the CCMCK. The solicitation will be issued as a sole source effort to GD-OTS Canada, in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(B)-Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Government anticipates awarding a single Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) delivery order contract with quantity ranges for each of the five (5) years to support FY16-20 requirements. The period of performance for this contract will be for five (5) years from the date of contract award. The contract will include a minimum guarantee of $3,314,664.18 and a maximum contract ceiling price of $18,367,749.94. As future requirements for the 9mm M1041 Practice Ammunition Cartridge are identified during the period of performance, the Government will utilize FFP delivery orders, as applicable. Please note this notice does not constitute a RFP. It is expected that the RFP will be posted on 16 September 2015.
