Description
DREDGING AND CONSTRUCTION FOR BA-76 CHENIER RONQUILLE BARRIER ISLAND RESTORATION PROJECT, GULF OF MEXICO, LOUISIANA SOLICITATION NUMBER WC-133F-15-RB-0008 Pre-Bid Meeting and Email Questions August 19, 2015 Written Questions Received at the Pre-Bid Meeting: a. Question: HydroTerra Technologies, LLC, Keith Roberts – Could the ASCII 2014 data used for design be provided electronically? Answer: These data can be provided following award of the construction contract. b. Question: Norfolk Dredging Company – Please provide pit to pay quantities for similar projects in the general vicinity. Answer: The following pit to pay ratios are for projects with borrow areas near the proposed Chenier Ronquille borrow areas. The Quatre Bayou borrow area was dredged for the Chaland Headland restoration project. Sand and marsh fill were dredged from Quatre Bayou, which is why there are not separate pit to pay ratios available. The D-1 borrow area was partially dredged for the East Grand Terre restoration project. Adjacent borrow areas WGT, M-1, and M-2 were also dredged for East Grand Terre. Chaland Headland: 1.60 (volume dredged vs. volume paid – no differentiation available between material type) East Grand Terre: Beach – 1.24 (volume dredged vs. volume paid) Marsh – 2.11 (volume dredged vs. volume paid) c. Question: Norfolk Dredging Company, Mike Bushery – Reference Magnetic Anomaly Avoidance – The spec states that you cannot dredge within the 100’ buffer. Can you place anchors, spuds, cables, etc. inside the buffer? Not being able to do so will most likely affect dredge cut layout, dredge positioning, and decrease the actual quantity available and potentially decrease production as well. Answer: TP-19.9 states: “A cultural resource study has been conducted within the borrow areas. Those areas with magnetic anomalies that have been judged to possibly be of historical, archeological, or cultural value have been excluded from the borrow areas.” The plans state that dredging within these buffer areas is not allowed. Activities that disturb the seabed, such as anchoring, spudding, and placing equipment are also not allowed within avoidance areas. d. Question: Norfolk Dredging Company – Reference TP-19.8 – The specifications state that unacceptable material that are excavated and placed in the fill areas may be required to be removed at the contractor’s expense. If the contractor has evidence, by way of survey and xyz cutter depth, that it has complied with the specifications, and proper notice was given and the contractor took the appropriate action, any remediation cost should be borne by the government. Answer: Specification TP-19.8 is included to ensure the contractor is actively engaged in controlling the quality of fill material. Removal of unfavorable fill material has not historically been an issue on past projects. This specification section will remain as written. Written Question Received through email on August 24, 2015: Question : Weeks Marine, Inc. B. Crawford: In all other costal projects requiring sand fencing we have only supplied untreated post. This project is requiring post to be treated with ACQ. If this correct can an alternative preservative be used? Answer: Specification TP-25.2.1 will remain as written as this has been required on past projects. Upon contract award, the Government will allow the contractor to propose an equivalent treatment for sand fence posts for the Government’s approval.
