- THIS IS A LARGE PROCUREMENT FOR A SINGLE NSN 4710-015512896 ITEM. QTY OF 228 EACH PRDUCTION LEAD TIME UP TO 575 DAYS ADO FOB - ORIGIN SOURCE INSPECTION REQUIRED NO OPTION WILL BE EXERSICED. THIS IS A RESTRICTED SOURCE ITEM AND REQUIRES ENGINEERING SOURCE APPROVAL BY THE GOVERNMENT DESIGN CONTROL ACTIVITY. THIS IS AN AIR FORCE DESIGNATED CRITICAL SAFETY ITEM (CSI). FIRST ARTICLE TEST APPLIES. SOURCE INSPECTION REQUIRED MEASURING AND TEST EQUIPMENT, APPLIES. A QUALITY MANAGEMENT PROGRAM MEETING THE REQUIREMENTS OF ISO 9001:2008 APPLIES. ESTABLISH AND MAINTAIN A CALIBRATION SYSTEM THAT MEETS THE REQUIREMENTS OF ANSI/NCSL Z540-1-1994, AMERICAN NATIONAL STANDARD FOR CALIBRATION -CALIBRATION LABORATORIES AND MEASURING AND TEST EQUIPMENT-GENERAL REQUIREMENTS, OR ISO 10012-1, QUALITY ASSURANCE REQUIREMENTS FOR MEASURING EQUIPMENT- PART 1, METROLOGICAL CONFIRMATION SYSTEM FOR MEASURING EQUIPMENT." JCP CERTIFICATION APPLIES. CRITICAL APPLICATION ITEM This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1). Approved sources are: UNITED TECHNOLOGIES CORPORATION 77445 P/N 4081849-01 E. A. PATTEN CO., THE DBA 05819 P/N 4081849-01 A portion of the acquisition is set aside for small business concerns. All responsible sources may submit a proposal, which shall be considered. The subject requirement is for cquisition of 1 NSN for the various end items. The solicitation will be available in DIBBS from SEPTEMBER 19, 2015 at ttps://www.dibbs.bsm.dla.mil/RFP/. Copies of the solicitation will not be available until 15 days after this notice is published in FedBizOpps. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation. ADEQUATE DATA FOR THE EVALUATION OF ALTERNATE OFFERS IS NOT AVAILABLE AT THE PROCUREMENT AGENCY.THE OFFEROR MUST PROVIDE A COMPLETE DATA PACKAGE INCLUDING DATA FOR THE APPROVED AND ALTERNATE PART FOR EVALUATION. DUE TO THE TIME REQUIRED FOR ESA EVALUATION OF ALTERNATE OFFERS, IT MAY NOT BE POSSIBLE TO CONSIDER ALTERNATE OFFERS FOR CURRENT AWARD, BUT THOSE MEETING EVALUATION CRITERIA WILL BE CONSIDERED FOR FUTURE PROCUREMENTS IF APPROVAL GRANTED. Award will be made only if the offeror, the product or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The Government may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offerr's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, in accordance with FAR 15.307.
