100% WOMEN OWNED SMALL BUSINESS SET ASIDE The National Cemetery Administration (NCA) is soliciting offers under Solicitation Number VA786-16-Q-0458 to provide continuous remote management of Willamette National Cemetery's automated irrigation system currently located on the cemetery grounds. The irrigation management services are needed to maintain the Maxicom-based irrigation system to sustain the health and appearance of the cemetery turf. These services shall be provided 24 hours, 7 days a week, for each day of the year of the specified period of performance. The place of performance for this requirement is the Willamette National Cemetery located at 11800 SE Mt Scott Blvd, Portland, OR 97086. The General Scope of Work consists of the following deliverables: 1.Maintain a database of the irrigation system including flow rates, precipitation rates, and plant types. 2.Maintain AutoCAD maps identifying the location of each irrigation zone. Copies are to be made available for the Cemetery and any contracted landscape maintenance vendors as requested. 3.Monitor flow readings from each working flow sensor. 4.Monitor valve activity during normal irrigation season. 5.Maintain site-specific irrigation programs for operation. 6.Maintain and adjust each valve's activity to coincide with plant material needs. 7.Remotely access the Cemetery's Rain Bird weather station for information to adjust for real-time evaporation-transpiration. 8.Perform on-site inspections of irrigation zones during the normal irrigation season on a schedule to be mutually acceptable between the contractor and cemetery. Vendor agrees that a minimum on-site physical presence of two hours per cemetery business day (Monday through Friday) may be required during the months of June, July, August and September at the discretion of cemetery Field Management staff. 9.Coordination with the Cemetery for special events. 10.Maintain a Global Support Plan with Rain Bird. 11.Provide CCU computer chip replacements when upgrades become available. 12.Coordinate with pump maintenance personnel as needed. 13.Any vendor repairs of system components will be arranged and funded outside of this contract. 14.Notification within 2 hours of WNC Field Management staff of any malfunctions detected. Notify WNC Field Management staff of any malfunctions not repaired within twenty-four (24) hours. Responses to the solicitation are due by 12:00 p.m. on or about September 10, 2015. Offerors are advised that they are responsible for obtaining amendments to the solicitation which will be available at FedBizOpps. Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). Award will be made to the vendor whose price is lowest amongst all quotes provided and is deemed to be TECHNICALLY ACCEPTABLE. Having the lowest price does not automatically constitute the premise for award. If your quote is the lowest price, but your quoted services do not suffice the need as set forth in this solicitation, you will not be awarded the contract.
