- NASA/ARC is hereby soliciting information about potential sources to provide a remote actuating system for the Blade Vortex Interaction test for the 7ftX11ftwind tunnel. Statement of Work: 1. BACKGROUND The Blade Vortex Interaction test setup is used to investigate the effect of a rotorblades tip vortex impacting the following rotor blade. This test setup includes a vortex generator that can move in all three axes as well as a test airfoil which can move along two axes. The first wave of testing only included actuation systems for the VG in two axes, the streamwise direction was adjusted by hand. This process was time consuming as it required the wind tunnel to be stopped and technicians to adjust the position of the VG. The same was true for the test blade. 2. OBJECTIVE or REQUIREMENTS The objective of this requirmeent is to acquire a remote actuation system for the Blade Vortex Interaction tests. This actuation system was originally part of the experimental design but was not purchased for the first wave of testing due to budgetary constraints. The second wave of testing can now afford the actuation system. The actuation system is required to work with the preexisting system as it was originally designed. 3. CHARACTERISTICS, SCOPE or SPECS This purchase covers the hardware, software, programming, and installation for a linear actuation system for one of the Armys 7ftx10ft wind tunnel tests. The linear actuators are required to have a stroke length of 1500mm and provide a force of 300lbf, plus factors of safety. The controllers are required to interface with the existing actuation control system such that the new system could be controlled alongside the previous system. The National Aeronautics and Space Administration (NASA) ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Linear Actuation System. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
