- Title: Notice of Intent to award of sole source purchase order for a Fire Emergency Services - Attack Digital Fire Training: Trainer's Package. Description: THIS IS NOT A REQUEST FOR PROPOSAL The AFNWC/PZIC Kirtland AFB, NM has the current position to issue a sole source purchase order for the Kirtland Air Force Base Fire Department (KAFB FD), to BullEx; 20 Corporate Circle, Albany, NY 12203; for the purchase of a Fire Emergency Services - Attack Digital Fire Training: Trainer's Package, who owns proprietary data rights and design details to this product. Synopsis: The Kirtland Air Force Base Fire Department (KAFB FD) requires a portable fire training simulator capable of interacting with the water hoses used by Firefighters in locations where it is neither practical nor possible to safely use open flame during training. New Mexico experiences many "dry" seasons and using open flame presents an obvious hazard during these times of the year making it difficult to schedule an adequate number of training sessions given the space available. Utilizing a digital fire training simulator will also reduce costs to the government by significantly reducing the Fire Department's reliance on combustible fuels needed to ignite the fire as well as the inspection, maintenance, and repair of the Burn Structures due to the normal wear and tear caused by being set on fire. BullEx is the only known manufacturer/distributor of the type of fire trainer. Other known digital fire trainers utilize an optical feedback (or "laser") controller as opposed to an actual fire hose with real water. While the laser based training systems will save water, they do not provide the same level of tactile training to Firefighter personnel who need to not only learn where to spray the water, but also need to learn how to appropriately control a hose with several gallons of water moving through it at a high rate of speed. Because losing control of the hose can cause serious injury, especially during a real-world event, it is crucial to learn this skill early in a controlled environment in a realistic scenario. Laser based systems, unfortunately, cannot provide this type of training. Anticipated date of award is 21 September 2015.
