- The US Geological Survey (USGS) is seeking a requirement for ¿Continued maintenance support for the BAE SocetGXP geospatial software suite packaged for classified government work as the ¿Pro Bundle Upgrade Entitlement (UE). ¿ The part number is 4014-UE and UE refers to upgrade entitlement software support. This means in addition to annual maintenance, new upgrades and releases are included as well. The software to be covered by this acquisition supports the national programs of the Climate and Land Use Change (CLU) mission area. The package is necessary to enhance the capacity for classified and unclassified stereo image processing in the ASC. The period of performance for the support is from October 1, 2015 through September 30, 2020. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to the BAE unless it is contacted by any who believes they have obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Amanda Brown via email at akbrown@usgs.gov no later than 2:00 PM EST, Tuesday, September 8, 2015 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor ¿s unique qualifications: The USGS provides the capabilities for exploitation of classified and unclassified data in support of various federal agency programs through the Civil Applications Committee (CAC). This support of USGS and other agency activities is coordinated through the CLU ¿s National Civil Applications Program (NCAP). The ASC is a facility designed to support all the exploitation applications required by USGS and visiting scientists from other agencies to fulfill their missions. Socet GXP, is a type of geospatial software that performs stereo imagery exploitation and analysis, including multi-sensor triangulation, Digital Elevation Model extraction, orthorectification, mosaiking, stereo editing and feature collection. USGS has a requirement for this geospatial software that is suitable for use with the types of classified and unclassified data that are processed in the USGS- ASC. The software contributes to the exploitation workflow that produces the products that USGS scientists and natural hazards experts require. Failure to continue to maintain, and support the unique capabilities could result in loss of continuity of data within the exploitation activity and limit the ability of the other scientists to generate the products which are critical to the NCAP and the CAC agencies. Additionally, without support, the classified systems could not be kept current and compatible with systems from which special source data are received. BAE and its predecessors developed and distribute the software. The software traces its origins to 1989 which are the early days of digital image processing. The USGS started using it in the early 1990s. There is no end of life expected for this software. As stated earlier the maintenance agreement entitles the USGS-ASC to upgrades, new releases or versions. The USGS ¿ ASC recently XXXXXX XXXXXX to purchase and maintain this particular license of BAE Socet GXP software. It is more cost effective to spend XXXXXX for a year of maintenance than to purchase a new suite of software. USGS has a requirement for this and all comparable software that is suitable for use with the types of data that are processed in the ASC. Although we already maintain working licenses for other geospatial stereo software products this particular sole source justification is for Socet GXP. It is important for the USGS ¿ ASC to offer many products that offer similar services because they all operate differently and different USGS scientists use the different products to complement their research.
