- Justification and Approval for IE NOMAD software Request for Proposal DLA has a requirement to obtain 1E NOMAD software licenses, maintenance, support services and training that will be used to support DLA's Microsoft SCCM architecture. This justification and approval for other than full and open competition authorizes and approves the procurement of brand name specific 1E NOMAD software and software maintenance, support services and training from 1E NOMAD and/or and authorized reseller in order to support DLA's Microsoft System Center Configuration Manager (SCCM) architecture. The placement of a fixed price contract is anticipated. NOMAD software licenses and maintenance, support services and training are a brand name product of 1E NOMAD. Only 1E NOMAD, or an authorized reseller, can provide maintenance for the brand name product due to the proprietary nature of the software and its ownership/licensing of such. Due to licensing restrictions, maintenance is only available for items purchased directly from the source, 1E NOMAD, or one of its authorized resellers. The 1E NOMAD brand name product is essential to the Government's requirements and market research indicates other companies' similar products cannot meet the requirement of full integration with SCCM 2012, or greater, which results in numerous system issues as follows: problems with supplementing existing content distribution capabilities; lack of ability to reduce single point of failure with existing SCCM architecture; inability to provide secure content distribution; lack of ability to reduce or protect network bandwidth in regards to content distribution, utilizing existing network infrastructures; inability to support low or limited bandwidth, to include VPN, environments; lack of ability to work with existing Wake-On-LAN (WOL) technologies, utilized by DLA (1E Wake UP / 1E Nightwatchman), to provide content delivery. As a result of the above mentioned points, this acquisition is restricted to one brand name or product, 1E NOMAD, and purchase from 1E NOMAD or an authorized reseller to obtain maintenance/support. The DLA is the DoD's largest combat support agency, providing worldwide logistics support in both peacetime and wartime to the military services as well as to several civilian agencies and foreign countries. NOMAD software and software maintenance, services and training is essential to the Government's requirements, and other companies' products do not meet and cannot be modified to meet the Government's needs. The Brand Name Description ("NOMAD") for this acquisition effort, which covers software and software maintenance, services and training, is considered to be essential in order for the Government to meet the requirements of full integration with SCCM 2012 or greater. As addressed above, SCCM 2012 allows DLA to manage PCs and servers in order to keep software up to date while setting configuration and security policies and monitoring system status to supplement existing content distribution capabilities. SCCM also provides the ability to reduce single point of failure with existing SCCM architecture. Due to the nature and complexity of the SCCM 2012 architecture, it has been determined that no other item can meet the Government's needs in correctly integrating with the SCCM system.
