JA No. NWP‐15‐072 SEQUENCE OF EVENTS RECORDER ZOOM 7.2 SOFTWARE SUITE FROM VIBROSYSTM SINGLE SOURCE DETERMINATION 1. CONTRACTING AGENCY: Portland District, U.S. Army Corps of Engineers, Contracting Division, 333 SW First Avenue, OR 97204-3495. 2. DESCRIPTION OF ACTION: Approval is being requested for new firm fixed price contract, to purchase 1 ZOOM 7.2 Software Suite from VibroSystM Inc. 3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION: The proposed materials contract is for one piece of software. This software communicates the VibroSystM Zoom Software to a relational SQL database. This allows for data collected from the system to be archived into a database for analysis and historical retention. Total cost for the software is $23,980.41. 4. AUTHORITY CITED: FAR 13.106-1(b)(1) Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available. 5. REASON FOR AUTHORITY CITED: Background: Bonneville Lock & Dam has a vibration system installed on each main generating units. This provides critical data about the mechanical and electrical health of the units in real time if a stand alone laptop is connected. With the addition of an SQL database, the project will have real time and historical treanding along with archiving capabilities of all main units simultaneously. 1. Justification: The installed monitoring system is proprietary and cannot be used or manufactured by other systems or sources. The vibration system that is currently installed is made by VibroSystM and as such will require their software in order to convert between the Zoom operating system and a standard SQL database 2. Impact: If Bonneville Lock and Dam were not able to receive the Zoom software it would result in a significate loss of maintenance monitoring for JA No. NWP‐15‐072 highly valued generating assest. Failure to monitor and trend vibration data could result in damage in excess of $1 million. 3. Alternatives: No alternatives are available as an exact replacement, because of the proprietary nature of the system. 6. EFFORTS TO OBTAIN COMPETITION: Due to the need for compatibility of existing equipment we must use the ZOOM software product. Vendors that can provide this supply will be notified via either formal or informal Request For Quote. 7. ACTIONS TO INCREASE COMPETITION: The requiring activity, is evaluating system components and requirements, to negotiate non-proprietary components/network requirements with the current vendor. This negotiation will enhance the ability and opportunity for full and open competition in future requirements. 8. MARKET RESEARCH: Market research was conducted through, but no other vendors could be located to provide proprietary nature of items requested. The installed monitoring system is proprietary and cannot be manufactured by another source. 9. INTERESTED SOURCES: To date no other sources have expressed an interest in writing however, all offers received shall be considered. 10. OTHER FACTS: None JA No. NWP‐15‐072 11. TECHNICAL CERTIFICATION: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief. 12. REVIEWED BY: I hereby determine that the above information, to the best of my knowledge, is correct and accurate. 13. CONTRACTING OFFICER CERTIFICATION: Based on the foregoing determination, I hereby approve the procurement of ZOOM 7.2 Software Suite from VibroSystM Inc on an other than full and open competition basis pursuant to the authority 13.106-1(b) subject to the availability of funds, and provided the engine herein described has otherwise been authorized for acquisition. I certify that this Determination is accurate and complete to the best of my knowledge and belief.
