Description
HIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR SERVICES AND/OR SUPPLIES. The Army Contracting Command-Warren is issuing this Sources Sought announcement as part of a market survey for Special Tools and Test Equipment (STTE) Kits, in support of the Vehicle Mounted Mine Detection (VMMD) Husky vehicle. The proposed effort will procure 30 VMMD STTE Kits based on the verified VMMD STTE Kits (NSN 5140-01-585-3102). Delivery of the VMMD STTE Kits will be 90 days after contract award. The Contractor shall fabricate and package one (1) VMMD STTE Kit Fit-Up First Article sample that the Government will inspect at the Contractor's facility prior to approval to begin full rate production of the VMMD STTE Kits. The First Article sample quantity shall become part of the final production quantity. The completion of the Fit-Up First Article VMMD STTE Kit sample shall be production representative packaged. The Contractor shall advise the Government fourteen (14) days prior to completion of the one VMMD STTE Kit Fit-Up First Article sample to allow for required Government travel coordination. The VMMD STTE Kit will include a Tool Locator Guide with digital images. The Contractor shall provide pricing for all required tools on a Brand Name or Equal basis for informational purposes. The Contractor shall develop and provide a complete Level III Technical Data Package (TDP) which will include Engineering Data for Provisioning (EDFP) for all tools in the kit as well as all provisioning and packaging requirements for the VMMD STTE Kits. All tool boxes produced for this kit shall be in compliance with MIL-SPEC 4150J. The overarching VMMD STTE Kit NSN is 5140-01-585-3102, which is an already existing Special Tool Kit that is provisioned against the M1231 VMMD Husky vehicle. The Contractor shall update the down parts to the kit to incorporate all current special tools listed on the VMMD STTE List. The Contractor shall provide the Government a Copyright release letter along with the digital images and the Tool Locator Guide. The signed copyright release letter shall give the Government the unconditional right to reproduce and use all of the digital information provided. A DRAFT VMMD STTE List including NSN and nomenclature for parts needed for the VMMD STTE Kits is attached to this Sources Sought Notice. The Government will provide the Contractor a Tool Locator Guide Example with award of the contract. Participants should provide: 1) A brief description of your company and previous experience at STTE Kit development, particularly with respect to military applications. 2) A detailed description of your company's experience producing STTE Kits and the VMMD Husky vehicle including usage, quantities, branch of service, and vehicle platform. 3) Identify the commerciality or non-commerciality of the tools included in the VMMD STTE Kit. 4) Projected lead time for the tools included in the 30 VMMD STTE Kits in support of the VMMD Husky vehicles. Be advised, potential offerors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Interested companies may submit their capabilities, and qualifications to perform the effort described above in writing to the identified point of contact not later than 1:00 PM EST on 25 September 2015. Such capabilities and qualifications will be evaluated solely for the purpose of determining if this procurement can be accomplished on a competitive basis. A determination by the Government not to compete this effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their responses: 1. Capabilities Statement: A detailed statement stating your company's capabilities providing the same and similar items described in this notice. 3. Business Status: Please indicate the business size status of your company (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business etc.). 4. Business Size: Please indicate your business size based on NAICS 332216. 5. Berry Amendment: All manufacturers must be Berry Amendment compliant. 6. Positive Statement: Please provide a positive statement of interest to submit a proposal. As previously stated, no contract will be awarded from this announcement. This notice is a Sources Sought Request ONLY to see if this procurement can be accomplished on a competitive basis; therefore, no questions will be taken at this time. If and when a solicitation is posted, questions will be taken at that time and answered via a live Question and Answers Document. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.
