- Description
- LMP is one of the world's largest Enterprise Resource Planning (ERP) implementations, leveraging SAP® technology to fully integrate the Army's supply chain activities. LMP consists of a fully-integrated suite of software and business processes that enable the Army to streamline the maintenance, repair, and overhaul (MRO), supply chain planning, acquisition and supply of weapon systems, spare parts, services, and materiel to Army users deployed world-wide. It provides the Army with the data in a real-time, usable manner necessary to manage a multi-billion dollar inventory with tens of thousands of vendors, and is integrated with more than 70 Department of Defense (DOD) systems. Support is required to complete three components of work: Increment 1, Increment 2, and Transition of Services during the Period of Performance of 29 December 2015 - 28 December 2016. Increment 1 - Baseline System Sustainment: LMP Increment 1 is the sustained baseline which is the financial system of record for the AWCF. This system is used daily to support the Army's supply chain processes at the Army Materiel Command (AMC) Life Cycle Management Commands, depots, and arsenals. In addition, Increment 1 is a critical enabler of Army and DOD financial compliance and audit readiness mandates. Increment 2 - Industrial Base Capability: This increment adds capability to the sustained baseline in three waves. Wave 1 provides additional integration between LMP and its sister ERPs. Wave 2 replaces the legacy processes for the Non-Army Managed Item (NAMI), which allows the Army to sunset the Commodity Command Standard System. Wave 3 deploys the shop floor capability to the AMC organic industrial base, integrates the ammunition solution into LMP, and updates our National Maintenance Program solution integration with Global Combat Support System - Army (GCSS-Army). On 19 June 2015 LMP received approval from the Assistant Secretary of Defense (Acquisition) to go live with Increment 2 and went live 24 June 2015. Transition of Services (ToS): LMP ToS includes three lines of effort to transition support of the LMP system away from CSC: (1) transition of LMP sustainment and development services to the Army-SSC; (2) transition of hosting/hardware to the Defense Information Systems Agency (DISA) starting in November 2015; and (3) transition of residual legacy systems sustainment to the Communications-Electronics Command (CECOM) Software Engineering Center (SEC) by December 2015. The existing contract DAAB07-00-D-E252 with CSC includes all of the scope described above, which is planned to be completed during the option period from 29 December 2015 through 28 December 2016. NOTE: This effort will be awarded on a sole source basis to Computer Sciences Corporation in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
