Description
This is a Notice of Proposed Contract Action under FAR Part 15 Contracting by Negotiation and Other Than Full and Open Competition (FAR 6.302-1). This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. The associated North American Industry Classification System (NAICS) code is 334111 with a size standard of 1,000 employees. AFRL requires the purchase of QTY (1) The Agile Condor Mechanical System P/N SRC6341 based on the specifications below: Attribute- Value/Specification Pod Size- Scalable length between 51.5 inches and 85.5 inches at 12-14 inches in diameter Pod Interface- MIL-STD-8591 Chassis Form Factor- 3U OpenVPX Chassis Power- 28 Volts DC, 400+ Watts, VITA 62 specification Chassis Backplane Number of Slots- Minimum of 14 3U OpenVPX slots at 1 inch pitch Chassis Backplane- I/O Gen2 or Gen 3 PCIe capable Chassis Cooling Conduction- Thermal Operating Environment 95% humidity, operating from -40 degrees Celsius to +50 degrees Celsius adhering to MIL-STD-810G standard Shock and Vibration- 40g peak saw-tooth for an 11 millisecond duration External I/O- 1 - 1 GbE, 1 - 10 GbE and an optional high-speed fiber connection capability at 10 Gbits or higher using mil-standard connectors Total Weight- 50 - 60 lbs. Certifications- FAA Airworthiness Certification Other Specifications- MIL-STD-461 The Government intends to negotiate a sole-source contract for the upgrade of these systems. The identified sole-source provider/producer of this software is as follows: SRC Inc. 7502 Round Pond Road North Syracuse, NY 13212 This is a notice of proposed contract action and not a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to Brooke.Hoffman@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2015. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulations.
