- SUPPLEMENT 602 JUNE 2015 AMS MASTER SOLICITATION APRIL 2015 LAMB BONUS, SOLICITATION NO: 2000003582 The U.S. Department of Agriculture (USDA) invites offers to sell frozen lamb pursuant to the AMS Master Solicitation for use in Federal Food and Nutrition Assistance Programs. Acceptances will be announced by midnight, September 23, 2015. Deliveries are to be made between October 1, 2015 and June 15, 2016. This solicitation includes the following provisions and requirements for purchases under Supplement 602 and amends the following sections of the federal Purchase Program Specification for Lamb Leg Roasts and Shoulder Chops Frozen (FPPS-LRC-2015). All potential vendors must have an Animal Handling and Welfare program (see section 230 of Supplement 602 dated June 2015) approved by AMS in order to submit a bid. Lamb items will be produced using previously frozen commercial stockpiles of lamb cuts and/or current fresh chilled lamb cuts. Finished product derived from cuts that have been previously frozen may not be comingled with finished product derived from fresh chilled cuts. Previously frozen cuts must be offered for examination and processing not more than nine months from the initial production date provided they were vacuum-packaged and packaged in commercial containers that were adeqaute to maintain product excellence duting freezer storage. The date of production and freezer records to document that the lamb cuts were stored at 10°F or below shall be made available to the AMS agent at the time of examination. For this solicitation, FPPS-LRC-2015 is amnded as follows: Add the following: 313.8 IMPS 208 - Shoulder, Square-Cut, Boneless 313.9 Shank - This item shall be derived from any combination of the following: 313.9.11 IMPS 210 - Foreshank 313.9.2 IMPS 233F - Leg, Hindshank 313.9.3 IMPS 233G - Leg, Hindshank, Heel On Delete 314 and replace with: 314 Product shall be certified by USDA, AMS, QAD using the Monitoring and Evaluation Protocol for Conformity Assessment of Federal Purchase Program Specifications, June 2015 (Attached). The requirements, as specified within the Monitoring and Evaluation Protocol, for submissions of a production plan and for the QAD agent to be present during the production of finished products and monitor and verify the processing steps, quality assurance activities and corrective actions, will be waived. Physical characteristics, finished product limitations, preparation for delivery and quality assurance monitoring will be evaluated by QAD on a stationary lot basis on finished product. Delete 314.1 and replace with: 314.1 Sample units of products derived from previously frozen lamb cuts shall be examined for evidence of defrosting or mishandling. Cut surfaces, naturally exposed lean surfaces, and exposed fat shall be evaluated. There shall be no evidence of discoloration, foreign odors, purge, stick surface slime, or other factors that are not typical of product that has been properly handled, frozen, and stored. Sample units shall be thawed prior to examination to a temperature of at least 36-38°F. Delete 314.2 and replace with: Defect Classification Table 200 H for Item No. 233A, 233B: Table 200 I for Item No. 234, 234A, 234B, 234C: Table 200 D for Item No. 208; Table 200 E for Item No. 210; Table H for Item No. 233F, 233G and Table 200 M for Item No. 1207. Delete 317 and replace with: 317 Product will be frozen to an internal temperature of not higher than 10°F (-12.2°C) within 72 hours from the time of final fabrication of the lot. Add the following: 318.7 Weight Range - IMPS 208 - Cut into portions weighing 3-8 pounds. 318.8 Weight Range - IMPS 210, IMPS 233F and 233G - No weight range requirement. Add the following: 320.2 Shoulder shall be derived from Carcass Cutting Instruction for Stle A or B. Delete 321 and replace with: 321 Fat Limitations 1/4 - inch maximum at any one point for lamb cuts. Fat limitations 1/2-inch maximum at any one point for lamb cuts derived from previously frozen commercial stockpiles. All fell shall be removed from the fat covered areas. To 322.2, 322.3, 322.4.1 and 322.4.2 and the following: Lamb roasts derived from previously frozen cuts shall be cut in the frozen state (tempering to no more than 26°F is permitted). Add the following: 322.5 Lamb Shoulder Roasts, Boneless shall be derived from the following IMPS item: 322.5.1 IMPS 208 - Shoulder, Square Cute, Boneless - This item is prepared from a single item No. 207. All bones, cartilages, backstrap, fell, prescapular lymph gland, and heart fat shallbe removed. The brisket side and rib end shall form an approximate right angle. The brisket side shall expose the pectoralis profundus extending posterior to the 3rd rib mark. The neck shall be removed by a straight cut approximately perpendicular to the rack end leaving no more than 1.0 inch (25mm) of the neck on the shoulders. The shoulder shall be rolled with the ribeye lengthwise to the roll and netted or tied. Lamb roasts derived from previously frozen cuts shall be cut in the frozen state (tempering to no more than 26°F is permitted). 322.6 Lamb Shank shall be derived from the following IMPS item: 322.6.1 IMPS 210 - Foreshank - The foreshank shall be removed from the shoulder by straight cut exposing the humerus and removed from the brisket by a cut through the natural seam and may contain a portion of the web muscle (pectoralis superficialis). The trotter (lower foreshanks) shall be removed at or above the knee joint. 322.6.2 IMPS 233F - Leg, Hindshank - The hindshank shall be removed by a cut through the stifle joint and then follows the natural seam between the shank and the heel. The trotter (lower hindshank) is removed at the break joint and the gambrel cord is removed. 322.6.3 IMPS 233G - Leg, Hindshank, Heel On - This item may be prepared from any shank-on leg and is removed by a straight cut through the stifle joint at an approximate right angle to the shank bone leaving the heel or any portion of the heel attached to the shank. The trotter (lower hindshank) is removed at the break joint and the gambrel cord is removed. Delete 410.1 and replace with: 410.1 Roasts shall be individually vacuumed packaged. Delete 410.4 and replace with: 410.4 Package roasts, chops and shanks shall be placed into shipping containers to a net weight of 35-45 pounds. Add the following: 410.5 Shanks shall be vacuumed packaged with two pieces per package. Add the following: 413.7 Cooking Instructions/recipes will be included within the shipping container in flyer form in numbers corresponding to the piece count of shoulder roasts and shank packages. Delete 414.4 and replace with: 414.4 Applicable product name: IMPS 1207 - Lamb, Shoulder Chops IMPS 233A/233B - Lamb, Leg Roast IMPS 234 / 234A / 234B / 234C - Lamb, Leg Roasts Boneless IMPS 208 - Lamb, Shoulder Roast Boneless IMPS 210 / 233F / 233G - Lamb Shank Add the following: 414.5.4 Lamb Shoulder Roasts, Boneless - material number 110672 414.5.5 Lamb Shank - material number 110680. Offerors who intend to use more than one processing plant and shipping point for contracts awarded under this solicitation, other than the processing plant and shipping point entered in their bids, may submit a list of their approved processing plants and shipping points on a separate sheet of paper to be uploaded in WBSCM, and to be submitted with their bids. This Solicitation may show multiple stops on some line items; however, the number of stops will be limited to a maximum of three. To determine the number of destinations, review the "Tendering Text" for the lot, which will indicate the City and State for each stop. Bidders may submit different prices for each stop. However, a price is required on all line items within the lot. For offshore destinations (Puerto Rico, Hawaii, etc.), offerors have the option to choose to enter their bids direct to the offshore destination or to the port. Purchases will be made on an f.o.b. destination basis to cities on this Solicitation. Destination quantities listed are estimates and subject to adjustment based on offerings, changes in recipient needs, market conditions, and program operations. All prime vendors are reminded that they are prohibited from subcontracting with companies or individuals that have been suspended or debarred. Offers must be submitted electronically via the Web-Based Supply Chain Management System (WBSCM). Offers submitted by any means other than WBSCM will be deemed nonresponsive.
