- This is a Notice of Intent to award a firm fixed price sole source contract to Oracle America Inc. to support the JHITS contractor in the operational upkeep, equipment software upgrades and maintenance of the JITC-certified Eagle STPs currently installed on the JHITS network. Tekelec was the original equipment manufacturer. In 2013, Tekelec was procured by Oracle America Inc. Oracle America as the owner of Tekelec is now considered to be the sole source supplier that can support the Tekelec STP's. Oracle America is the only supplier that can provide the required maintenance support services and software updates certified by JITC for information assurance and interoperability compliance. No other vendor is licensed to provide maintenance support and software updates for the Eagle STPs installed on the JHITS network. The JHITS STPs connect multiple signal switching points (SSPs) to include DSN switches and signal control points (SCPs). The STP is a packet-based switch that routes signals used to establish voice communications on SS7-based networks providing enhanced service connectivity and enhanced voice communications supporting DSN customers throughout the Pacific theater and CONUS. Without maintenance coverage, JHITS STP software upgrades will lapse and maintenance services will not be available causing significant risks affecting operational conditions that could lead to service failures and network outages. This would negatively impact DSN connectivity throughout the Pacific and if both STPs failed at the same time, the JHITS network would completely shut down and connectivity between CONUS and other countries would be lost. The Eagle Premium maintenance coverage for the JHITS Eagle STPs is critical to prevent isolation of various military installations throughout the Pacific as well as all other DSN global users. This Notice of Intent is not a request for Expressions of Interest (EOI), proposals, or quotations. No solicitation document exists and no telephone inquiries will be accepted. This purchase will be under the Acquisition of Commercial Items, FAR Part 12; Simplified Acquisition Procedures, FAR Part 13; and Other Than Full and Open Competition as authorized under FAR 6.302-1.
