Description
NOTICE OF INTENT TO SOLE SOURCE U.S. Department of Energy (DOE) Energy Sector Jobs Report The U.S. Department of Energy (DOE) intends to negotiate on a sole-source basis with BW Research Partnership, Inc. for a comprehensive report on jobs in the energy sector in accordance with FAR 6.302-3(a)(2)(ii) and pursuant to 41 U.S.C. 3304(a)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. BW Research Partnership, Inc. collects data from a sample of firms that are composed entirely or partially of energy jobs. The data is collected through a survey, and the resulting dataset is proprietary. BW?s survey methodology is unique because it is the only nationwide energy employment focused survey of its type that captures the direct value chain activities related to renewable and fossil energy generation, distribution and transmission, energy efficiency, transportation, and other energy related activities. The report requires a reliable data set that can be utilized to categorize employment in certain industries and occupations as energy jobs or non-energy jobs; and among those classified as energy jobs, jobs that are attributable to fossil energy sources versus renewable energy sources; and the actual fossil or renewable energy source that supports the job. The report will quantify and report on employment in the following activities: ?Electric Power Generation, differentiating between employment in the following types of electric power generation: Solar; Wind; Geothermal; Bioenergy/Biomass; Low-Impact Hydroelectric; Wave/Kinetic; Advanced/Low Emission Natural Gas; Nuclear; Fossil Fuel; and other generation. ?Electric Power Transmission, Distribution, and Storage, differentiating between Traditional Transmission and Distribution, Storage, and Smart Grid. ?Energy Efficiency, Including Heating, Cooling and Building Envelope, to include: Energy Star Appliances; light-emitting diode (LED), Computational fluid dynamics (CFL) and Other Efficient Lighting; traditional heating, ventilation, and air conditioning (HVAC) goods and services; Energy Star/ High annual fuel utilization efficiency (AFUE) HVAC; Renewable Heating and Cooling; and Advanced Building Materials/Insulation. ?Fuels, differentiating between jobs involved in Fossil Fuels, Corn Ethanol; Other Ethanol/Non-Woody Biomass, Woody Biomass, and nuclear. ?Motor Vehicles production, differentiating between Gasoline and Diesel Motor Vehicles (excluding freight trucking), Hybrid and Plug-In Hybrid Vehicles, Electric Vehicles, Natural Gas Vehicles, Hydrogen Vehicles, and Fuel Cell Vehicles. In addition, jobs and establishments will be reported by primary value chain activity, including: Research and Development; Manufacturing; Sales and Distribution; Installation, Repair, and Maintenance; and Professional Services. The required delivery date of the report is February 29, 2016. NAICS Code DOE is considering NAICS code 541910, Marketing Research and Public Opinion Polling. How to Respond This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit capability statement and rationale by September 14, 2015 at 12:00pm EST via e-mail to My Dung T. Pham at: mydung.pham@hq.doe.gov. The written response must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This requirement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items.
