Description
Sole Source Notice of Intent - The Department of Labor (DOL), on behalf of the Assistant Secretary for Administration and Management (OASAM), Washington, D.C. intends to negotiate a firm fixed price purchase order with Dr. Mahzarin R. Banaji, Department of Psychology, William James Hall 15, Harvard University, 33 Kirkland Street, Cambridge, MA 02138 under the authority of FAR 6.302-1, Only One responsible source and no other supplies or services will satisfy agency requirements. The period of performance will be 12 months from the date of the award. The North American Industry Classification System (NAICS) code for this requirement is 541611 with the size standard of $14 million. The purpose of this requirement is to procure the services of a vendor that is uniquely experienced and qualified to provide essential implicit bias training to managers, supervisors and senior executive service employees. This implicit bias training is imperative to their roles in the Department and supports Executive Order 13583. DOL has an immediate need to provide this requisite training at the aforementioned management levels. This training is critical in ensuring that DOL Management carry out DOL's mission objectives. This shall be accomplished through curriculum and tests specifically developed, designed and customized to DOL's mission and various management levels. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No task order will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the task order will be awarded without further notice. A determination by the Government not to compete the proposed task order on this notice is solely within the discretion of the Government. Information related to the potential availability of other sources that can fulfill this requirement must be received by the Contracting Officer listed below via electronic mail at Stepney.Kim.L@dol.gov no later than 12PM, Eastern Standard Time on September 9, 2015.
