- Travel to Thule Summer Travel Brief Passenger Info Shipping Information Rental Car Info Instructions for Travel Lodging rates Checklist TDY Guide The Engineering and Support Center Huntsville is planning to award one (1) order using the RPMS Basic Ordering Agreement issued under solicitation W912DY-13-R-0008. This project is to provide all labor and materials for High Altitude Electromagnetic Pulse (HEMP) upgrade design and construction to existing building 4002, Thule AB, Greenland. Contractors shall possess the following skills/experience: 1. Experience with HEMP hardening (PAVE PAWS or BMEWS or similar complexity projects), design, facility restoration, construction, and installation within the past five years will be the first and most heavily weighted Evaluation Criteria for any potential or interested Contractor team. 2. Experience with successful Certification of HEMP-hardened Missile Warning facilities by USSTRATCOM (and or DTRA) within the past five years will be the second requirement for any potential or interested Contractor team. 3. Experience with installation of Fiber Optics and other low voltage controls, fire alarms, Command and Control video centers in the past five years will be the third requirement for any potential or interested Contractor team. 4. Experience with performing HEMP upgrades or construction identified in the first three requirements at an Arctic location is the final Evaluation Criteria for any potential or interested Contractor team. A site visit is scheduled for 8 October 2015. The site visit is not mandatory. Contractor's travel information to Thule Greenland is included as attachments. The individual solicitation will be posted on FBO.Gov under solicitation number W912DY-15-R-0231. It is anticipated that the solicitation will be issued on 17 October 2015.
