Description
NAVSUP FLC Norfolk Philadelphia Office Contracting Department intends to acquire services to support U.S. Navy Personnel Command (NPC), who is the primary and official manager of Navy military personnel records. NPC is tasked with maintaining and providing complete and accurate personnel records and records-related information to authorized users throughout the Navy and other federal agencies. The scope of work includes analyzing the performance of existing hardware and software for NAVPERSCOM, recommending modifications to the system for improved performance or corrective action, providing level of effort analysis for the proposed action, developing and submitting detailed project and testing plans to the Government for approval, and then effecting approved changes or modification to the desired result with continued system monitoring. This requirement will provide automated personnel records storage and management for both active duty and reserve personnel as NPC is responsible for the centralized program management and delivery of Information Technology Support Services (ITSS). Support is also required for BOL and EMPRS, including operations, Subject Matter Experts, Production, and software maintenance. BOL hosts several self-service applications providing information to service members and hosts several process-oriented applications that support core business functionality to various Navy commands. The contractor will be required to work closely with the NMCI/NGEN (Next Generation Enterprise Network services) contractor and data center organization to provide seamless and transparent support to customers. The services will take place at the Government ™s facility located in Millington, TN - with travel anticipated. The Service Contract Act is applicable to this requirement. It is the Government ™s intent to process this procurement through full and open competition in accordance with FAR 15 (Contracting by Negotiation) to ultimately award an indefinite-delivery, indefinite-quantity contract where both cost-type and firm fixed price task orders may be issued. The applicable NAICS code is 541519. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 11 Sept 2015. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The closing date for the receipt of offers will be set forth in the RFP. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments hereto. The Government will not pay for the information received. By submitting a proposal, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/protal/public/SAM/.
