- Notice of Intent Notice of Intent to Limit Sources The Office of Personnel Management (OPM) has a requirement, in support of its mission of "Recruiting, Retaining and Honoring a World-Class Workforce to Serve the American People," to provide graduate level educational course(s) in support of the Federal Executive Institute's (FEI) program for senior executives in the Federal government. OPM intends to issue a non-competitive award that will result in a purchase order to Simplex Grinnell. Statement of Need The Federal Executive Institute requires the vendor to provide annual fire alarm maintenance, repairs, and monitoring services on the Simplex Grinnell Fire Alarm System and Control Panel at the Federal Executive Institute (FEI). The vendor will remotely monitor the system and conduct annual and routine onsite fire testing, maintenance and routine repairs and respond to trouble calls within 2 hours of a service request. Monitor, maintain and repair the FEI Sprinkler System Monitor, maintain and repair the FEI Kitchen Hood equipment. The FEI Fire Alarm System is a Simplex Grinnell installed fire alarm system. Simplex has sole proprietary on the parts, equipment and resources to independently maintain the Simplex Fire Alarm System. The required services will be for a period of one year. The appropriate authority under FAR 13.106-1(b)(1),- For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization). The North American Industry Classification System (NAICS) Code for this requirement is 561621. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All parties interested in this procurement must submit a capability statement within 3 calendar days from the date of this notice. Detailed capabilities statements must be submitted to bonnie.boston@opm.gov. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. System for Award Management (SAM) is required prior to execution of award. If no responses are received, it is Government's intention to issue an award to the Simplex Grinell.
