- Special Notice Request for Information (RFI) Re: Residential Loan Data The government does not intend to award a contract on the basis of this request for information. This is not a request for proposals, nor a guarantee for a future solicitation. This is an exploratory request for information purposes only. There is no GAO contract to present at this time. GAO needs information to understand the feasibility of obtaining the information described below. GAO is seeking information on the availability of data with respect to identifying the number and percentage of residential loans that were active as of June (or the most current month available) 2015 and; were 60+ days delinquent, were 60+ days delinquent　or were less than 60 days delinquent (including current loans) with two or more characteristics associated with an increased likelihood of foreclosure (e.g., high mortgage interest rate, negative equity, high local unemployment area, high risk loan origination features, etc.-see figures 4 and 5, and pages 37 to 41 of GAO-12-296), had LTV's of 125% and higher and had additional characteristics associated with an increased likelihood of foreclosure, and had high mortgage interest rate (1.5 percentage points or higher above market rate) and additional characteristics associated with an increased likelihood of foreclosure. For each of the categories of loans GAO would like to know on both a national and on a state-by-state basis, how many were; originated before January 2009, jumbo versus non-jumbo loans, government guaranteed, purchased by the Fannie Mae and Freddie Mac, were prime versus subprime, and were part of a HAMP or other loan modification assistance program. This Request for Information (RFI) is being issued consistent with and in the spirit of an exchange of information with industry as per Federal Acquisition Regulation Part 10. This RFI is prepared for planning purposes only and is issued with the intent of obtaining price, delivery, capabilities, or other market information, and is not being issued with the intent of awarding a contract. In accordance with FAR 52.215-3, the Government will not pay for any information/items submitted in response to this synopsis. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This RFI is issued for information gathering purposes only. Interested parties are highly encouraged to participate. It is the intent that input gathered during this RFI process will directly influence scope and requirements of a future technical solution. Failure to participate in the RFI will not impact an interested party's ability to participate in any future competitive process, should GAO opt to pursue one. GAO reserves the right to cancel this RFI at any time. Please provide a response to this request no later than 2PM ET, Friday September 11, 2015 to Darion A.
