Notice of Intent to Limit Sources Notice of Intent to Limit Sources The Office of Personnel Management's (OPM), Employee Services (ES) provides policy direction and leadership in designing, developing and promulgating Government-wide human resources systems and programs for recruitment, pay, leave, performance management and recognition, employee development, work/life/wellness programs and labor and employee relations; provides technical support to agencies regarding the full range of human resources management policies and practices, to include veterans' employment and agency program evaluation; and manages the operation of OPM's internal human resources program OPM Learning is under Employee Services (ES)/Strategic Workforce Planning (SWP) and internally helps The US Office of Personnel Management build sustainable capacity to meet the strategic goals of the Director, Congress, and the President of the United States. As part of the initiative to meet strategic goals within its agencies' learning and development programs, OPM Learning, under the direction of the Chief Learning Officer (CLO), also maintains a role and responsibility to assist in policy revisions, guidance and program development to ensure OPM Learning's programs support employee and leadership development and therefore help retain a world class workforce. To accomplish this goal, OPM Learning needs to become the resource that enables managers to map their initiatives to director's priorities, identify and close gaps, find resources across the OPM system, track growth and development of personnel, attract and develop appropriate talent, and provide the structure for meaningful development plans. In support of this mission, OPM Learning is seeking a continued alliance with Knowledge Advisors Inc. (KA), a leading provider of evaluation, measurement tools, and data analysis. KA offers multiple alternatives for proven solutions, tested tools, and metrics essential to the ongoing sustainability of a world class workforce, predicated upon the agency's internal learning and development. Statement of Need ES is responsible for ensuring the agency's return on investment by assessing and continually measuring learning and development programs, assessing its support, value and meeting the President's initiative to development and retains a world class workforce. Key elements to a successful program include investing in the necessary tools to accomplish the arduous task of evaluating training at four levels, 1) Reaction 2) Learning 3) Comprehension and Application 4) Results. In order to continuously improve and achieve the mission, better measurement is needed for timely and objective decision-making. A need exists to implement a practical and sustainable measurement process while incorporating the technology to report timely and credible information. Lastly, it is essential to make measurement a valuable and repeatable process. KA will provide a subscription to Metrics that Matter® based on the following scope: OPM Learn population of 2,500 is covered by existing OPM LHRD agreement Metrics that Matter Modules: oProfessional Learning Evaluation Module oDashboards Module oMulti-rater / 360 Module oKirkpatrick 4 levels of Evaluation oReturn on Investment (ROI) Level 5 Evaluation The benefits of the subscription that Knowledge Advisors provides is unique in that it will offer OPM Learning personnel the benefits of all of the above evaluation features, including a 360 Assessment tool. The 360 assessment is notated as one of the top 5 assessments recognized to identify gaps in behavior, skills and competencies. The Kirkpatrick method is most well-known method across the globe and recommended as the preferred evaluating training instrument by OPM. In addition to the above, the continuity of access to the Metrics that Matter modules under license for a period of one base contract year, with four additional option years will provide OPM personnel continuity in metric evaluation and measurement processes that will yield efficiencies as a result of a logical follow-on for this requirement. Only fees include OPM Learning's access to a dedicated MTM Account, the requested number of Administrator and Reporting ID's, and training as shown below. One (1) Metrics that Matter account(s) to house unique /discrete training types One (1) Reporting ID and One (1) Administrator ID to administer the system and view real-time online reports Five (5) limited reporting dashboard IDs to facilitate sharing of dashboard views Assistance in configuring a Post Event, Follow Up, Manager and Instructor Evaluation set in English. The appropriate authority under FAR part 8.4 is 8.405-6(a)(1)(b), as the work for this requirement is high specialized, and after extensive market research only the one vendor can provide all of the components required to adequately evaluate and analyze the Government's training progress and accomplishments in order to assure that the quality of the results of such training and evaluation of the results meet the Government's need to assure that the strategic goals of the Director, Congress, and the President of the United States are met. The North American Industry Classification System (NAICS) Code for this requirement is 541519. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All parties interested in this procurement must submit a capability statement within 3 calendar days from the date of this notice. Detailed capabilities statements must be submitted to bonnie.boston@opm.gov. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. System for Award Management (SAM) is required prior to execution of award. If no responses are received, it is Government's intention to issue an award to the Knowledge Advisors.
