Description
Government Responses to Questions for Solicitation VA250-15-R-0191 1. Will the VA provide the operator with storage areas for operating supplies (Uniforms, Traffic cones, Go-Jacks, etc.)? If so, provide the size detail and location. A. Currently there is no dedicated storage area. The current operator utilizes a contractor owned rolling cabinet that can be locked which is stored inside the lobby near the VA Police operations center during non-business hours. There are provisions in an upcoming front entrance renovation project to install by the end of calendar year 2016 a 10'x 6' prefabricated booth for valet contractor use. This cannot be guaranteed at this point until the Government has construction bids to determine if this construction alternate remains in the project scope or not. 2. Would the VA provide this shed with electric power for lighting, radios, computer, A/C, etc.? If not see question #1. A. Currently there are exterior and interior plugs used for electrical needs. The new prefabricated booth will have electrical and phone lines run to it. 3. Can the operator provide a shed/office for the onsite manager office and storage? This will be located on a pre-approved area. A. Yes; see answer to Question 1. Should the 10'x6' booth not be installed during the front entrance renovation project the Contractor has the right to purchase one for their use. The Government shall approve any Contractor proposed work space/storage solution prior to its ordering/placement. 4. If a shed is not provided or allowed, is there a workspace were the site manager can use? Can you provide details on this? A. See answer to Questions 1 and 3. No dedicated office space inside the clinic will be provided for the Contractor's use. 5. In order to ensure that the VA is able to compare apples to apples and to ensure that the current operator doesn't have an unfair advantage, could you provide the detail quantity of staff, position and hours that the VA would want for this part of the operations? A. All requirements for performance and hours of operation are in the solicitation. The Contractor shall determine staffing levels required to meet performance requirements. 6. What is the policy when the valet parking is full? A. Government assumes intent of question is when the dedicated valet parking lot is full. The Contractor shall use nearby staff parking lots as overflow for valet vehicles. 7. How often does it fill per day? Please provide detail. A. The solicitation states the typical volume of vehicles per day. Reference Question 6 for instructions for when the dedicated valet parking lot is full. 8. Is the valet required to stack park the vehicles or park them in the drive aisles? A. The Contractor is free to utilize the valet parking lot in whatever manner is most efficient to their operations. Stacking and parking within the drive aisle of the valet parking lot is permitted if desired. Outside the dedicated lot stacking and aisle parking is prohibited. 9. If we are required to stack park in the aisles approximately how many cars in each aisles and how many aisles. A. See answer to Question 8. 10. What is the last 12 months contractual price? A. That information is not relevant to preparing a cost proposal under this solicitation. 11. What is the last 5 years, or years the current operator has been in place, contractual price? A. That information is not relevant to preparing a cost proposal under this solicitation. 12. What is the last 1-month's contractual price? A. That information is not relevant to preparing a cost proposal under this solicitation. 13. Are the valet parking spaces numbered? A. No. 14. What is the daily average of after-hours keys for each valet area that are provided to the hospital? A. The answer to this question can be found Paragraph 2 of the Performance Work Statement in the solicitation. 15. Can you provide the past results of the 10-15 minute performance requirement for the last 12 months from the current operator? A. That information is not relevant to preparing a cost proposal under this solicitation. 16. How many complaints have been filed against the current operator over the last 12 months? A. That information is not relevant to preparing a cost proposal under this solicitation. 17. What are the current problems and issues with the valet parking? A. That information is not relevant to preparing a cost proposal under this solicitation. 18. The valet hours are posted in the RFP as 7:00 am to 5:00 pm. What time do we stop taking vehicles to be valeted? A. The answer to this question can be found Paragraph 2 of the Performance Work Statement in the solicitation. 19. Why is the contract out to bid? A. That information is not relevant to preparing a cost proposal under this solicitation. 20. How many signs for the valet parking are currently in place? Does the VA feel this is an adequate number or would they like more and where? Are the signs the property of the VA or the current operator? A. The current operator owns all valet signs; several metal signs and multiple cones stating "VALET" are utilized. The Contractor shall provide enough signage to effectively communicate valet rules, procedures and traffic flow to customers. 21. Is there a waiting area and or bench near the Valet staging area for the Veterans to sit? If so, please detail. A. There are benches and a covered waiting area available for customers to use while awaiting retrieval of their vehicles. 22. Where does the current operator store the keys now? A. See answer to Question 1. 23. In the RFP, it states the employees must go through orientation. How long is the orientation? How will new employees after the contract has started be addressed i.e. do they have to go through the orientation prior to working? A. 4 hours/half day is anticipated. New Contractor employees hired after the start of the contract shall be trained by the Contractor's on-site manager and complete all online training requirements prior to the start of work. 24. Can we schedule a walk-through (site visit)? A. Yes; please coordinate through the Contracting Officer. 25. Please confirm that the current pay rate for the attendants is and benefits pay rate. A. Work performed under any Government contract shall comply with Executive Order (EO) 13658. Section D of the solicitation contains additional information on wage rates and benefits. 26. What is the name of the current operator? A. That information is not relevant to preparing a cost proposal under this solicitation. 27. How long has the current operator been here? A. That information is not relevant to preparing a cost proposal under this solicitation. 28. Is the valet lot dedicated only for valeted cars or is it shared? Where in the lot are we to park the Valeted vehicles? A. The valet lot is semi-controlled that is shared with GOV vans. See the attached site plan for the location of the valet lot. 29. If the valet lot is shared, whom is it shared with and how is it segregated? A. See answer to Question 28. 30. If the valet lot is segregated how is it segregated i.e. removable cones, cement barriers, etc and who is responsible for the items to segregate the lot? A. Cones and signage currently is how access is controlled; there is no physical barrier between the portion of the lot used for GOV vans and valet vehicles. If the Contractor desires to place a barrier between GOVs and valet vehicles the Government shall approve the method before being placed. 31. From the current Valet Operator, what valet items will stay with the hospital i.e. booth, podium, key boxes, etc? A. The Government does not anticipate any valet items will be left for a new Contractor should the current Contractor not be selected. Nothing precludes the Contractors from arranging a transfer of property independent of the Government. 32. Is there any upcoming construction in any parking spaces? If so, please provide detail. A. In March-May 2016 an addition to the valet parking lot will be constructed; see attached map for location and number of spaces gained. In addition in March 2016 - March 2017 the front entrance where valet drop off/retrieval is performed will be under renovation. Provisions in the construction contract are in place to minimize impacts to clinical and valet operations. 33. Please provide a map of the valet staging area and the valet parking lot. A. Please see attached map. 34. How many lanes are in the valet staging area and how many vehicles can each lane hold? A. Two lanes are currently and projected to be used throughout the life of the new contract. The solicitation contains specific requirements for the number of permitted vehicles in the lanes at any one time. 35. Is the valet staging area shared with any other users? If so, who and how many lanes are they allowed to use? A. Taxis and the public utilize the drop off/retrieval area in addition to the valet; they are required to stop/pick up east of the valet area. The Contractor shall delineate the lanes used for valet drop off from others. 36. How far is the valet parking area from the patients entrance A. They are concurrent to each other. 37. Is self-parking allowed in the main control lot? A. Government assumes intent of question is customer self-parking in the dedicated valet lot permitted. The answer to this is no; customers must drop off their vehicle with the Contractor in order to use the service. 38. Is there a segregated section of the lot that is dedicated to valet parking? A. Government assumes intent of question is is there a dedicated valet parking lot. See answer to Question 28. 39. The RFP states that the manager is not allowed to valet park vehicles. Our managers are trained to assist when and where needed to ensure proper customer service. Is there some latitude here as it will help keep the cost of the contract down for the VA while improving customer service? A. No, the requirement is for a dedicated manager to always be present to interact with customers. 40. The RFP QASP has a 10 minute and 15 minute time frames. What are the requirements for the time we will be judged on? A. Ten minutes during normal operations and 15 minutes during special events. The Contractor shall be notified in advance of any special event. 41. The RFP states we are responsible for the cost of the background checks. What is the costs the hospital will charge us for in this respect? A. The answer to this question can be found Paragraph 8.1 of the Performance Work Statement in the solicitation.
