- Sources Sought posting. NOTICE: This is not a solicitation but rather a Presolicitation Synopsis as required by FAR 5.2. The purpose of this synopsis is to inform the market that the Air Force intends to solicit Terma North America, Inc. on a sole-source basis to negotiate a contract for the procurement of F-16 Pylon Integrated Dispensing System University (PIDSU) Flare-Up modification kits, spares, and AN/ALM-288 Flare Up Tester Adapters (FUTA) to support the Air National Guard and Air Force Reserve components. The proposed NAICS Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, which has a corresponding size standard of 750 employees. DESCRIPTION Based on FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract action is one for which the Government intends to solicit and negotiate with only one source. If your firm does not agree with this determination, please provide evidence of your firm's capabilities and experience in providing the above services for evaluation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This request is to receive support from Terma North America, LLC. is twelve (12) months after contract award. BACKGROUND USAF has successfully evaluated a solution to PIDSU countermeasure magazines being fired laterally towards the wingtips, called "Flare-Up," that replaces the PIDSU magazine chambers with magazines that are canted downward, thus resolving the contact issue with special material flare projectiles. Additionally, Flare-Up will alter the PIDSU breech plate, impacting the fit and/or function of support equipment; specifically the ALM-288 Countermeasures Test Set will not be useable for testing in a PIDSU Flare-Up pylon without an adapter. The AN/ALM-288 is the support equipment that simulates the release of countermeasures from the aircraft via signals that it receives from the ALQ-213 system. OBJECTIVE This effort is to procure Flare-Up modification kits, Test Adapters, and magazine and breech plate spares. The Contractor will have to develop the test adapter and provide two prototypes for First Article testing. The Flare Up kits and spares shall already have been developed. The contractor will also need to provide various report deliverables. NOTES This is not a request for proposal (RFP) or an invitation for bid, nor is it to be construed as a commitment by the Government. The Government does not intend to make an award on the basis of this synopsis.
