- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Strategic Sourcing Acquisition Division has awarded on a sole source basis with Sevatec, Inc. using the procedures in FAR Part 16.505(b)(2)(ii)(D) as well as 16.505(b)(2)(i)(C), to increase the ceiling by $9,865,462.40 for the Office of the Chief Information Officer (OCIO) NOAA Cyber Security Center (NCSC). Sevatec, Inc. is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 16.505(b)(2)(i)(C), which states "The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order." This is not a solicitation for competitive quotes. As part of its mission to manage NOAA's information technology (IT) security program the OCIO, Cyber Security Division, requires support operations for the NOAA Cyber Security Center (NCSC) and Enterprise Security Operations Center (ESOC). The NCSC provides critical support for enterprise cyber security services in a variety of capacities to enable and protect NOAA's mission. These enterprise critical cyber services include the NOAA Computer Incident Response Team (N-CIRT), Enterprise Security Solutions (ESS), the Security Operations Center (SOC), and operational support of the five Trusted Internet Connection Access Points (TICAPs) located across the country. In addition to the NCSC, NOAA provides support for the DOC ESOC. The ESOC leverages existing operating unit (OU) investments, data sources, enterprise security initiatives, and partnerships with external cyber entities to maintain a common operating picture. The ESOC's capability to look across and correlate events throughout the DOC enterprise provides an early warning capability and trending data which allows decision makers the ability to prioritize cyber mitigation efforts and investment strategies.
