Description
The purpose for this modification is to extend the Deadline to 12:00 pm EST on September 11, 2015. The following are questions that were asked by vendors as follows: 1. Is there an incumbent currently performing the same or similar work required by the subject solicitation? There is no Incumbent, this is a new requirement. 2. If yes, please provide the incumbent's name and contract number. N/A 3. The solicitation states that this will be under the Wage Determination for Washington, DC. This WD does not contain a Human Resource Specialist labor category. Should bidders assume this position to be under occupation code 01261, 01262 or 01263? If not, under what occupation code does the Government categorize this requirement? I do not see any wages that are close to an HR Specialist, so do not consider Wage Determination for Washington D.C. because the Labor rate is not available for an HR Specialist. With that said I can only recommend that you submit your proposal for the Hourly rate that you believe that a HR Specialist would demand for this region. 4. Is this requirement for one (1) FTE or multiple personnel...please confirm. I can not tell you how many people to assign for this requirement that would totally be left up to you and your company decision. Please submit what you believe to be the very best solution for this requirement. 5. Please reference, A.12.2, page 6, Program Manager. It states..."Contractor shall provide a working Program Manager who shall be responsible for all Contractor work performed under this contract." Dis-regard the Program Manager portion, I just will need a Point who will be responsible for this requirement. 6. Is this individual in addition to the 1 FTE? Is this to be an on-site PM? No, this requirement will not be on-site. I will have a Kick Off meeting a few days after the PO have been awarded. Beside that the individual selected will work remotely i.e. at your location or at their home. 7. Please reference, A.12.3, page 7, Experience Requirements. Disregard the part pertaining to Program Manager!!! 8. Will a candidate with similar federal experience yet not familiar with the BLM Directorate be acceptable? We are definitely looking for a candidate who have Government experience, it would greatly help if they are familiar with BLM Directorates etc. 9. Resumes are not required. However, if we include them will they be counted as part of the page count? If you send resumes they will not count against your page count. 10. How much travel will be required? Does the government have a plug number? We assume local mileage will be the only expense. This requirement is open Nationally with that said please submit your Travel on a separate Line item,, do not include travel in your final proposal number. When submitting your Proposal please send me your proposal with the Fixed Hourly Rate & Total Labor Hours 2016. (Leap Year is this year) 11. Should we include the travel as an expense line in our quote? Or will the government just include a reimbursable travel CLIN in contract award? No, this will all be inclusive in your proposal. Please consider at least Three site visits Kick Off Meeting, Mid Year, and Closing Meeting. The reason why I say keep the travel seperate is because some companies may be bidding from other states that will make their proposals much higher than those companies that are local. Collectively, I will include the awarded company their proposal and Travel together. This is necessary to keep all vendors on a Level Playing Field and not give local companies an advantage. 12. Who is the incumbent? Or is this new work? This is a New Requirement. 13. Because some of the newer Microsoft Office Word programs no longer offer Times Roman as a font style, will it be acceptable for the contractor to use Times New Roman as included in the new Microsoft Office Word programs? That's okay, I just do not want a weird font that is hard to read. 14. Can tables be in 10 point size? Sure 15. Will an extension be offered to the Offerors? Yes, until September 10th at noon EST. 16. Does cover page and table of contents count against page count? No 17. Please confirm if past performance should be included as an attachment since it does not count against page count? I would include it in my proposal and no it will not count against your page count.
