Description

This Pre-Solicitation Notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This procurement will result in the award of a firm fixed-price design-bid-build contract for P0103 Consolidate and Replace W.T. Sampson School, NS Guantanamo Bay, Cuba. P0103 Consolidate and Replace W.T. Sampson School proposed project will construct a multi-story Pre-Kindergarten through 12th grade elementary-middle-high school composed of a shallow foundation, steel frame and reinforced masonry walls with decorative masonry and hard coat stucco veneer. Interior construction will include CMU and or metal stud walls and gypsum walls, and operable/movable partition walls. Roofing may be standing seam metal with some areas of low slope membrane. Interior spaces include neighborhoods, learning studios, learning hubs, information center, computing center, science labs, gymnasium, performance spaces, commons/dining, food service, supply areas, specialist rooms, art room, music room, band room, science lab, learning impaired space, OT/PT space, career technical education, counseling areas, storage, health offices, administrative offices, staff collaboration areas, and other required areas for a fully functioning elementary-middle-high school. The solicitation for this procurement will be advertised as Full and Open competition (unrestricted). This is a negotiated procurement utilizing a best value source selection process. Award will be made to the offeror whose total price and non-cost/price proposal offers the best value to the government. Proposals will be evaluated on total price for the project. Contract award is anticipated to be on or around 31 Jan 2016. The period of performance for the contract will be 880 days. The estimated price range for the entire project is between $40,000,000.00 and $60,000,000.00. The NAICS Code is 236220 with a small business size standard of $36,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit are tentatively scheduled for October 7, 2015. Details on the site visit are included with this pre-solicitation notice (Attachments have been uploaded to NECO in a ZIP file with this pre-solicitation notice). Failure to complete and return all Entry Access Documentation by the deadlines will result in access being denied to Guantanamo Bay, Cuba for the Site visit. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE SYSTEM FOR AWARD MANAGEMENT (SAM). CONTRACT AWARD WILL NOT BE MADE TO ANY CONTRACTOR OR JOINT VENTURE THAT IS NOT REGISTERED, OR IN THE PROCESS OF REGISTERING WITH SAM.
