This is only a PRE-Solicitation notice. This is not a solicitation for quotes and no contract will be awarded from this notice; in addition, this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. The purpose of this notice is to notify industry of intent for contract action and knowledge of potentially qualified sources. The National Cemetery Administration has a requirement to supply reverse inscriptions (R2) to Santa Fe National Cemetery. This requirement is for inscriptions of headstones, upright marble for a base year and four (4), one year, options. All R2 inscriptions shall be done at the gravesite without the headstone being removed from the grave, unless other arrangements are made between the Cemetery Director and the MPS-Contracting Officer's Representative, in strict accordance with the specifications outlined in the solicitation and specification attachments. FOB Origin. Headstones shall be free from defects due to broken or blown out lettering. Repairs or patching of any such defects shall be cause for rejection. Samples will be required and explained in RFQ. Evaluation criteria for this award will be Lowest Price Technically Acceptable. The NAICS Code is 327991. Size standard is 500 Employees. Electronic solicitation will be available for download from http://www.fbo.gov on or about September 10, 2015. Responses to the actual solicitation are due on or about 11:00 A.M. EST on 24 September 2015. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. No telephone requests will be accepted. Any questions should be sent via email to teresa.cabanting@va.gov. All quites must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. In the event an Offeror is unable to submit a quote through the Vendor Portal domain, prior to the solicitation closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission of quotes through E-mail will not be accepted. Quote transmission/uploads must be completed by the date/time specified. Late or incomplete quotes will not be considered.
