Description
Janitorial STATEMENT OF WORK Scope The Government shall provide all cleaning supplies The Contractor shall provide supervision, personnel, labor, equipment transportation, and tools, for janitorial services of approximately 62,361 sq. ft. over 12 buildings at the U.S. Department of Agriculture, Subtropical Horticulture Research Unit, Miami, Florida, in accordance with the terms, conditions and statement of work contained herein. Buildings covered under the contract are: #1, 2, 8, 11, 22, 33, 35, 37, 56, 57, 63, and 89. General The Contractor shall keep the buildings free from trash, litter, dirt, lint, scuff marks, spots, and foreign matter that would preclude an acceptable manners and appearance to employees and visitors. Contractor staff should be able to lift at least 50 lbs. and work with repetitive lifting, bending and stretching. The contractor shall exercise caution and safety when performing housekeeping tasks. Housekeeping tasks include, but are not limited to the tasks listed in the General Cleaning Schedule, and shall be performed at least as often as the frequency identified therein. The contractor shall provide this schedule to the COR at least one week prior to the beginning of the scheduled work (to allow lab/office personnel to arrange their schedules to reduce the impact to the performance of those tasks.) Notification of Problems The contractor or its personnel shall report problems, which may require maintenance or repair to their respective supervisor. If problems are covered under the scope of this work, the supervisor shall proceed to schedule and conduct corrective action. If the supervisor feels that the problem is outside the scope of this contract, the supervisor shall notify the COR. Storage of Cleaning Supplies/Materials Cleaning supplies and material stored at the facility must be maintained in a safe, sanitary, and neat manner. Mops, cloths, and sponges shall be replaced before they are not usable anymore or offensive odors are noticeable. Covers are to be replaced securely on the containers of all materials and supplies and MSDS sheets maintained, per OSHA requirements, on supplies/materials, which are required Standard for Material. The Contractor shall not use any material which would be unsuitable for the purpose of or harming to the surfaces to which applied or to any part of the building, its contents or equipment. Standard for Equipment and Tools Equipment and tools used within the performance of this contract shall meet the following requirements: All equipment shall have bumpers/guards to prevent marking or scratching of fixtures,furnishings, or building surfaces. All electrical equipment used but the contractor shall meet OSHA safety requirements and shall be UL approved. This equipment must operate using existing building circuits. It shall be the responsibility of the contractor to prevent the operation or attempted operation of electrical equipment or combinations of equipment, which requires power exceeding the quantity of existing buildings. The contactor shall provide equipment, and supplies (i.e. paper towels, toilet paper, facial tissues, and all cleaners, etc.), required for janitorial housekeeping tasks. All equipment and supplies will be stored in the area designated in building # 89, on the 1st floor. SUPERVISION General The contractor shall arrange for satisfactory supervision of the contract work. The contractor shall designate in writing supervisors who will be available at all times when the contract work is in progress to receive notices, reports, or requests from the COR. It is the policy of the Agency that the direction or supervision of contractor's employees, directly or indirectly, shall not be exercised. Concerns, problems, or questions expressed by the contractor's employees should be relayed by the designated supervisor to the COR (not just any laboratory/office employee) for resolution. The contractor should rely on direction issued by the COR only. Taking action on direction issued by any other Government's representative shall be solely at the contractor's risk. Offsite Supervisors The contractor shall provide, in writing, to the COR at least within five work days prior to the contract starting date; the name(s), telephone numbers, and addresses offsite supervisors. The term "offsite supervisor" means; a person designated in writing by the contractor to be present on a day‐today basis to accept all correspondence on behalf of the contractor. The written designation should identify who will be acting on‐site supervisor in the absence of the primary on‐site supervisor. Conduct of Contractor Employees Each employee is expected to adhere to standards of competency, conduct, appearance, and integrity that reflect credit to the employee, the contractor, and the government. The contractor shall be responsible for disciplinary action with respect of their employees as necessary. All work under this contract shall be performed in a skillful and workmanlike manner. The COR may require, in writing, that the contractor remove from the facilities any employee the COR deems incompetent, careless, or otherwise objectionable. (This includes employees making threatening comments or actions, using sexually or racially offensive language, or any language or conduct which is not appropriate for the work place.) Contractor employees shall not disturb papers on desks, open desks or cabinets, or use telephone or office equipment, unless prior approval granted by COR. Contractor employees shall not enter any areas to which access has been restricted expect with approval from the designated location coordinator or the COR. Supervision The Contractor shall be responsible for submitting the information required for National Agency Checks with Inquiries (NACI). NACI's are the minimum level of investigation required of USDA Government Employees/contract employees as a condition of: gaining access to Federal facilities and information systems. Contractor will notify USDA at least 4 weeks prior to any change in janitorial staff so that the USDA may issue another NACI investigation. Scope of Work All duties that follow shall be performed as required by the below schedule. Custodial staff are to be advised for equipment and supplies needed. General Duties 1. Clean the restrooms daily (all buildings) a. Urinals and commodes 5 times a week b. Trash collected 5 times a week c. Wet mop 5 times a week d. Clean sinks 5 times a week e. Refill paper towel dispensers (as needed) f. Replenish soap and toilet paper dispensers as needed g. Mirrors once a week h. Spot wash commode doors once every 2 weeks 2. Dust mop all areas once a week (all Buildings) 3. Damp mop (select buildings) a. Bldg. #89 once a week b. Building leased to tenants (8,22,33,57, 63) once every 2 weeks c. Other Buildings used by ARS employees once every 2 weeks 4. Vacuum all buildings that require it once a week (Bldg. #89, 63, and 57) 5. Contractor shall dispose of all trash and garbage generated in or about the break room in the dumpster provided, every Monday through Friday (except weekends and Federal holidays) 6. Clean drinking fountains (as needed). Safety The contractor or its employees shall conduct all work in a safe manner in accordance with Environ mental Protection Agency (EPA), Occupational Safety and Health Administration(OSHA), Federal State, Country and USDA requirements, and in compliance with the laboratory's Safety Manual. Contractor and its employees must also adhere to all station policies of safety. Contractor employees should not be detracted from the performance of the tasks by sections such as listening to headphones or talking on cell phones. All work must be performed in a safe manner. All supplies and equipment used on this contract shall be suitable for the intended use and used in accordance with the manufacturer's instructions. Security Availability of Site for Work The lab will not be made available for cleaning during hours other than the official Station hours. Contractor staff members shall work during the labs normal. Business hours, which are Monday‐. Friday, 7:00 AM to 4:30 PM, expect on Federal holidays or other times the lab may be closed due to administrative reasons. Only contractor staff should be on the properly. At no time should friends, family member or other people without a valid reason to conduct business accompany or assist contractor employees while working at the lab. Contractor staff may perform the contract services over weekends or Federal holidays only with the prior approval of the COR. To obtain this approval, contactor must provide a written request at least three workdays prior to the proposed work date. The request must include the proposed work schedule and the name and phone number of the on‐site supervisor and contractor staff who will be working. The onsite supervisor must be on‐site at all times during the weekend or holiday work schedule. Employee Identification All contractor personnel must be identified as such while on the facility by appropriate photo identification badge issued by the COR. Contractor shall ensure that all keys issued to contractor are controlled and accounted for. Contractor shall duplicate no keys without prior approval from COR. Lost keys shall be reported immediately to the COR. Work Environment Contractor's employees shall be subject to rules and regulations pertaining to the employees assigned to the location for example; rules for ingress and egress, use of restroom facilities, lunch areas, parking areas, will be applicable to contractor employees. Government facilities are non‐smoking areas. Contractor employees shall not work on their vehicles on Government property at any time.
