- Description
- NASA/GRC has a requirement for 10x10 Linear Potentiometer. This is for a follow on test to the CCE Phases 1 and 2 tests that occurred in 2012. The test article for phase 3B is the same test article that was used for phases 1, 2 and 3A. The requested units are direct replacements for the existing potentiometers used on this test article in the previous tests. NASA/GRC intends to purchase the items from SENSOR SYSTEMS LLC, 2800 Anvil Street North, St. Petersburg, FL 33710. If other units are purchased for this direct replacement, the mounting hardware and some custom hardware that were fabricated to improve the operability of the units would need to be changed. Some of these units are going inside the model where a unit with a larger profile would not fit. There would also be performance issues which would affect the comparison of the test data between test phases 1, 2 3A and 3B. This would result in large additional costs to the Government. The Government intends to acquire commercial items using FAR Part 12 and the Simplified Acquisition Procedures put forth in FAR Part 13. The Sole Source is under the authority of FAR reference 12.106-1(b)1 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 10, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
