- AD-1205 OSDBU Approval Justification and Approval The USDA Food and Nutrition Service issues alerts of potential food safety concerns affecting USDA food products used in nutrition assistance programs. A custom interface was designed in the Electronic Commodity Ordering System (ECOS) for recall notifications and the Rapid Alert and Commodity Alert Systems have been in production since October 2005. In April 2011 a new web based system, WBSCM replaced ECOS for supply chain activities. The software interface developed for ECOS was ported to WBSCM for and the Rapid Alert and Commodity Alert Systems. The USDA requires continuation of services to support mass notification of program participants. FNS conducted research and analyzed other notification service providers and most provide similar products, features, and services for a comparable price. The Nuance notification service is a customized interface in the WBSCM application design architecture. Therefore, even though other feasible notification service providers are available, the WBSCM food safety and recall system design eliminates the practicality of changing to a different notification service. The Nuance notification service is a critical element of the WBSCM Rapid Alert and Commodity Alert Systems. It is most relevant when it comes to public health. The Nuance notification service is a major component of the food safety and recall management requirement and provides greater visibility into a supply chain, thereby helping to be better prepared if something goes wrong. In the case something does go wrong, it improves the quickness of response by those affected. The customized interface between Nuance and WBSCM is the reason that no other service will satisfy the food safety and recall management requirement. The Nuance Express® Communications Platform powers enterprise notification services for the real- time distribution of messages. Access to the Nuance Express platform is available through its Application Program Interface (EXAPI), which was issued a patent in January 2005. To use another notification service would require a new design and development to the WBSCM system. FNS received approved clearance from OSDBU on July 28, 2015 to award a sole-source contract to Nuance. The signed AD-1205 is uploaded under Solicitation documents.
