- SIEMENS LIMITED SOURCE JUSTIFICATION. The USDA, ARS, NEA, Beltsville Agricultural Research Center (BARC) is part of Agricultural Research Center, U.S. Department of Agricultural (USDA). BARC is situated about 15 miles northeast of Washington D.C., in Beltsville Maryland. It covers approximately 7000 acres and supports more than 2500 employees. The BARC address is 10300 Baltimore Avenue, Beltsville Maryland, 20705. It is comprised of Administrative offices, labs, greenhouses, visitor's center, display buildings and historical site. SCOPE OF WORK - The USDA, Agricultural Research Service (ARS), requires the Contractor to provide all labor, equipment, materials, tools, assembly, transportation and supervision for the support and maintenance services for the Siemens Industry Building Technologies Control Systems and APOGEE software at the Beltsville Agricultural Research Center (BARC) in Beltsville, MD. The Firm, Fixed- Price portion is for labor, material and equipment to perform all routine work as specified in Section C, except for additional work specifically identified as being included in the Indefinite Delivery/Indefinite Quantity (IDIQ) portion of the contract. The Indefinite Delivery/Indefinite Quantity (IDIQ) portion of the contract includes Corrective/ Emergency Work and Materials and Labor estimates required to perform the corrective maintenance on the system or during emergency service hours. TYPES OF SERVICE: The Technical Support Program dictates the service to be provided by Siemens. This work includes annual software updates, annual documentation, graphics creation, graphics back-up, field panel database/system field back-up, field panel database diagnostics, control loop evaluation and tuning, software consultation, on-line troubleshooting, operator support, diagnostic maintenance, corrective maintenance and component replacement, account management, on-site visits, emergency response, quality assurance program and documentation of services provided. All work shall be performed in accordance with the terms and conditions of GS-07F-08728D, Performance Work Statement, BARC Special Conditions, and all applicable building codes. All work shall be monitored and inspected by BARC personnel. ROUTINE WORK (FIRM FIXED PRICE) - The Firm Fixed Price portion is for labor, material and equipment to perform all routine work as specified in Section C, except for additional work specifically identified as being included in the Indefinite Delivery/Indefinite Quantity (IDIQ) portion of the contract. CORRECTIVE/EMERGENCY WORK (IDIQ) - The Indefinite Delivery/Indefinite Quantity (IDIQ) portion of the contract include Materials and Labor estimates required to perform the corrective maintenance on the system or during emergency service hours. COVERAGE : Twenty four (24) hours per day, seven (7) days per week for the length of the contract. EQUIPMENT COVERED : All DDC Controllers type MBC, MEC, and PXC (approx. 105) and nine Apogee licenses. The USDA, ARS intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (i), "Soliciting from a single source" based upon only one responsible source. The USDA intends to solicit and negotiate with Siemens Industry Inc., Beltsville, MD 20705 for the Technical Support and Maintenance for the existing Siemens Building Technologies Control System all (approx. 105 Controllers) and nine Apogee Software. BASE Period of Performance - from date of award to 12 months later; plus four (4) consecutive 1-year Option periods. The options periods are pending availability. This notice of intent is not a request for competitive proposal. However, all inquiries received within 7 calendar days after date of publication of the Limited Sources Justification will be considered by the Government. Information may be emailed to the Contracting Officer at lisa.botella@ars.usda.gov. A determination by the Government not to complete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducting in accordance with FAR Part 15. An award notice for Siemens Industry, Inc. will be posted on the FBO in the near future. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P).
