Description
Justification and Approval NOTICE OF INTENT - Analytical and Technical Services in Support of the Office of International Aviation's "APEC Business Aviation Initiative Phase II" The U. S. Department of Transportation (DOT), Office of the Secretary (OST), Office of International Aviation intends to sole source to ICF International, Inc. for Analytical and Technical Services in Support of the Office of International Aviation's "APEC Business Aviation Initiative Phase II", under the authority FAR 6.302-1, Only one responsible source (or a limited number of responsible sources) and no other supplies or services will satisfy agency requirements. Beginning in 2011, DOT's Office of International Aviation (X-40) developed and implemented a business aviation initiative through the Asia-Pacific Economic Cooperation (APEC) forum. In cooperation with private industry, including the National Business Aviation Association (NBAA) and the General Aviation Manufacturers Association (GAMA), X-40 has used APEC Transportation Working Group Meetings (TPTWG) to conduct educational outreach to foreign civil aviation authorities on best practices in the economic regulation of business aviation operations. The primary deliverable of the first phase of the Initiative was the development and endorsement, by the Transportation Ministers of all 21 APEC Economies, of a "core principles" document, which outlines general best practices in the economic regulation of business aviation operations. The business aviation industry is a growing and increasingly important segment of the international aviation community. New operating paradigms, such as "fractional" aircraft ownership programs, not only have made non-commercial aviation more accessible and affordable but also have raised issues about whether these operations continue to be "private" carriage. For this industry sector to reach and maintain its market potential, it is essential that it not be subject to the international regulatory regimes and market access constraints that apply to commercial operations (i.e.: international air transportation agreements). The flexibility to "fly anywhere anytime" is the cornerstone for this sector's further development. Further growth of this sector in the APEC region, specifically, will contribute significantly to U.S. exports in the general aviation sector. The APEC Business Aviation Initiative is therefore in direct support of the Administration's National Export Initiative (NEI). According to some forecasts, the Asia-Pacific market for business jet sales will be on par with the European market by the year 2030, with a fleet totaling approximately 2,000 aircraft. Meanwhile, many foreign aviation authorities in the region are just now starting to develop their regulatory approaches to the sector. The time is therefore ripe to develop outreach efforts and encourage regulatory frameworks that recognize the full-range of general aviation operations as private carriage. X-40 has planned to build on the foundation of the "core principles" on business aviation with a second phase of work that will focus on surveying APEC Economy-specific regulatory environments with respect to business aviation (BA). This information would be compiled so that BA operators would have access to current and standardized information for the operation of BA across the APEC region. It would also highlight areas for future collaboration between APEC Economies in developing a more seamless general/business aviation operating environment. Industry has repeatedly expressed a need for an informational resource on current regulations and operating considerations across the region and is supportive of this proposal. As Economies volunteer, a standardized volume of Economy-specific information would be compiled. New information would be reviewed by DOT and the APEC AEG-SRV before being added to the official volume. This reference document would supplement the core principles document that was endorsed by APEC Transportation Ministers in Tokyo in September 2013 and would constitute a deliverable under the AEG-SRV's business aviation work stream. This second phase concept, as described above, was endorsed by both the APEC Air Services Sub-Group (AEG-SRV) and the APEC Aviation Experts Group (AEG) during the APEC Transportation Working Group Meetings (TPTWG) in Hong Kong, China in August 2014. X-40 has plans to carry out this project with a phased approach that would look at one APEC Economy at a time. The first two Economies that would be analyzed by the contractor are Hong Kong and Singapore. This Contract will only cover the work for these two countries. The NAICS code is 541618 with a small business size of $15,000,000.00. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action is based upon the excessive cost to the Government in replacing current Government requirement and is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement.
