Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the acquisition of fifty (50) SAFT VL45E generation 2, fifty (50) SAFT VL45E generation 3, and fifty (50) SAFT VL43EFe in order to support the Power and Energy Systems group from the Defense Science and Technology Organization (DSTO). These items provided by Saft America, Inc. will provide voltage, energy content, electrolyte chemistry, and physical configuration necessary and are available through the manufacturer, Saft America, Inc. of Cockeysville, Maryland. The NAICS code is 335911 and the business size is 500 employees. The proposed purchase order is being solicited on a sole-source basis to Saft America, Inc. The proposed action is for the procurement of the upgrade the software for the radar system for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Saft America, Inc. is the manufacturer and has the proprietary rights to these batteries The NSWCCD intends to award a firm fixed-price purchase order to Saft America, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 26 September 2015. This notice of intent is NOT a request for competitive proposals. However, all responses received by 09/26/2015 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
