Description
JanSan Bundling/Consolidation Analysis Solicitation Number: eBuy - to be determined Notice Type: Intent to Bundle Requirements (FAR 10.001(c)(2)) The General Services Administration (GSA) will be issuing a solicitation for a strategic sourcing initiative for Janitorial and Sanitation (JanSan) supplies for the Requisition Channel. Currently, GSA utilizes many contract vehicles to procure National Stock Number (NSN) items in the following Federal Supply Codes (FSC): FSC Code Description 3510 Laundry and Dry Cleaning Equipment 4510 Plumbing Fixtures and Accessories 6508 Medicated Cosmetics and Toiletries 6810 Chemicals 6840 Pest Control Agents and Disinfectants 6850 Miscellaneous Chemical Specialties 7220 Floor Coverings 7240 Household and Commercial Utility Containers 7290 Miscellaneous Household Commercial Furnishings and Appliances 7910 Floor Polishers and Vacuum Cleaning Equipment 7920 Brooms, Brushes, Mops, Sponges 7930 Cleaning and Polishing Compounds and Prep 8105 Bags and Sacks 8305 Textile Fabrics 8510 Perfumes, Toilet Preparations and Powders 8520 Toilet Soap, Shave Prep and Dentifrices 8530 Personal Toiletry Articles 8540 Toiletry Paper Products JanSan Blanket Purchase Agreements (BPAs) for the Requisition Channel will cover approximately 546 NSNs in the market basket (highest demand NSNs) and will be valued at approximately $360 million over a five year period. In addition, approximately 1300 NSNs will be in the non-market basket (lower demand NSNs). The period of performance will be (1) base year and four (4) option years. This acquisition will consolidate approximately 459 contracts, is valued over $6 million annually, was previously performed by small business, and may be unsuitable for small business. Therefore, the Contracting Officer has concluded this requirement meets the definition of a significant bundling of contract requirements. The Contracting Officer has further concluded the bundling is necessary and justified by measurably substantial benefits exceeding 5% of the agreement value, in terms of product cost savings, administrative savings, and personnel cost savings. This requirement meets the threshold in excess of 5% of the exception found in FAR 7.107(b)(2). You are being sent this notice because GSA has identified you as having currently providing or historically provided one or more of the affected NSNs in one or more of the above FSCs listed. The JanSan acquisition may affect one or more of the contract(s), BPA(s), Standing Price Quote(s) that you currently have with GSA. Small businesses will have the opportunity to submit offers on this Request for Quote (RFQ). Ten of the fourteen BPAs will be reserved for small business. Large vendors will be required to submit subcontracting goals and outline small business participation in their proposal. Therefore, GSA will ensure that small business participation is considered. All provisions allowed per the FAR for small business participation will be utilized. The anticipated benefits of the proposed bundled contract justify its use. There are no alternative strategies that would reduce or minimize the scope of the bundling. The rationale for bundling is outlined in the bundling/consolidation analysis which is posted with this notice. The final RFQ will be posted on eBuy and sent to vendors holding Multiple Award Schedule (MAS) contracts under Schedules 51V, 73 or 75 with the following SINs: 75-85, 105-002, 375-100, 375-103, 375-107, 375-117, 375-125, 375-129, 375-135, 375-139, 375-200, 375-321, 375-323, 375-341, 375-351, 375-352, 375-353, 375-355, 375-356, 375-361, 375-362, 375-363, 375-364, 375-368, 375-371, 375-372, 375-99, 384-2, 384-4, 384-9, 384-99, 476-12, 476-13, 507-2, 507-4, 507-8, 507-99, 658-1, 681-1, 852-1, 852-2, and 852-99.
