Description
The United States Air Force intends to issue solicitation FA5575-16-B-0001 to solicit proposals for a Firm-Fixed Price contract to Replace the existing Air Conditioning systems in building 107 (Supermarket) at Morón AB, Spain. The magnitude of construction for this project is estimated to be between $250,000 and $500,000 U.S. Dollars. The period of performance for this project is estimated at 270 calendar days. A solicitation package will be available on the Federal Business Opportunities website at www.fbo.gov on or after 28 September 2015. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) "Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements". The work includes, but is not limited to, the following items: 1. Mechanical Works: a. Demolish mechanical installations. b. Hazardous waste management. c. Provide and install hose bibbs with hose connection vacuum breakers and associated pipes. d. Provide and install ducted split heat pump units, controls and accessories. e. Provide and install support structure with drain pan for ducted split interior units,. f. Provide and install insulated supply, return, air intake ducts and accessories. g. Perform roof slab openings for the installation of supply diffusers and return grilles. h. Provide and install supply diffusers, return grilles and accessories. i. Provide and install ductless split heat pump units, controls and accessories. j. Start up, tests, balancing and adjustments of all the systems installed. k. Modify the handrail of the sloped roof access platform. l. Repair elements affected by the project execution. 2. Electrical Works: a. Demolish existing electrical installation in mechanical room, as indicated in project drawings. b. Demolish existing fire alarm system as indicated in project drawings. c. Furnish and install new electrical service lines from transformer sub-station. d. Furnish and install new electrical installation for new HVAC equipment and other devices as shown in project drawings. e. Furnish and install new electrical main panelboard. f. Furnish and install additional lighting and receptacles in roof crawled space. g. Furnish and install new addressable Fire Alarm Control Panel to provide new fire alarm capabilities as well as include existing initiation and notification circuits in the building. h. Furnish and install new duct smoke detector and connect to new Fire Alarm Control Panel. i. Furnish and install new heat sensors in roof space. j. Test and commissioning of new systems. k. Repair elements affected by project execution. 3. Paint mechanical room. a. Paint removal. b. Repair cracked or deteriorated interior walls. c. Clean mildew-covered surfaces by brushing with a fungicide solution and rinsing with tepid water. d. Enamel Painted Wood Surfaces with alkyd resin based synthetic enamel. e. Paint interior plaster, cement, masonry and other derivatives surfaces. 4. Final cleaning. 5. Delivery of As-Built drawings. 6. Delivery of Spatial data. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders must hold an updated Certificate of Classification issued by the "Registro Oficial de Licitadores y Empresas Clasificadas del Estado", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate. GROUP SUBGROUP CATEGORY C 4 B J 2, 4 B I 1,6 B K 9 B Other Requirements: None It is highly recommended that you register to be notified of any new postings for this solicitation and/or any other postings published by our office. Failure to be registered in SAM at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is SAM registered. ***NOTICE: FUNDING FOR THIS REQUIREMENT IS CURRENTLY NOT AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE BID ACCEPTANCE PERIOD SHOULD BE VALID THROUGH 30 JAN 2016. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION.
