- Description
- The U.S. Agency for International Development (USAID) Mission in Indonesia intends to negotiate a non-competitive modification to extend and expand its current Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) contract with Development Alternatives, Inc. (DAI) for an additional four months. This extension will allow for the IUWASH activity to build on its current successes and increase targeted outcomes; better prepare the Government of Indonesia (GOI) to embark on a new initiative to provide Universal Access to water supply and sanitation services; and assist USAID in maintaining its leadership in the sector. This current contract with DAI was awarded using full and open competitive procedures. The additional services to be awarded under this modification will require an extension of the existing performance period from March 3, 2016 to July 3, 2016. This exception to competition is made in accordance with AIDAR 706.302-70(b), which permits other than full and open competition "when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief or rehabilitation." AIDAR 706.302-70(b)(5) further states that use of this authority is appropriate for "an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the government or would result in unacceptable delays." This is not a request for quotations or proposals, and the determination not to compete is solely within the discretion of the U.S. Government. Any responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the U.S. Government and would not impede USAID/Indonesia's objectives to provide an additional four months of support to the Government of Indonesia to meet their objectives in the water and sanitation sector.
