- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number W9127Q15T0095 is issued as a Request for Quotation. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-83. This solicitation is 100% Set-Aside for Woman Owned Small Business. NAICS for determination of size status is 561720. 0001 -- Services - Non-Personal - 186th ARW Dining Hall Attendants - See Attached PWS Period of Performance - 3 OCT 2015 to 30 SEP 2016 Option Years - 1 OCT 2016 to 30 SEP 2018 FOB: Destination for delivery to 186th ARW, 6225 M Street, Meridian, MS 39307. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The following FAR provisions apply: FAR 52.212-1, Instructions to Offerors - Commercial Items. Offers must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items and DFARS 252.212-7000, Offeror Representations and Certifications - Commercial Items, with its offer. If offeror is registered in ORCA, Reps and Certs are not required; however, offeror must indicate such with their proposal. FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items. Applicable FAR Clauses cited within 52.212-5 are as follows: 52.204-10, Reporting Executive Compensation and First-Tier Subcontract Awards; 52.219-6, Notice of Small Business Set-Aside; 52.219-28, Post-Award Small Business Program Representation; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; 52.233-3, Protest After Award; 52.233-4, Applicable Law for Breach of Contract Claim; 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-36, Affirmative Action for Workers with Disabilities. Currently, Wage Determination Number: 2005-2299 Revision No. 17 is applicable to this task order. Rates can be found at http://www.wdol.gov/sca.aspx. However, the current prevailing Wage Determination will be incorporated at the time of award. In the event the current prevailing Wage Determination is changed by the Department of Labor after the closing date of this solicitation, the updated Wage Determination will be incorporated by amendment and issued to all Offerors that have not been eliminated from the competition. If applicable, these Offerors will be given a reasonable opportunity to provide revised proposals solely to amend proposals due to Wage Determination changes. This does not constitute and shall not constitute as discussions if award without discussions is contemplated. Proposals will be evaluated on Price and conformance to the attached Performance Work Statement. Proposals that do not conform to the attached Performance Work Statement will not be accepted.
