- The Department of Health and Human Services, Program Support Center (PSC), Division of Assisted Acquisitions intends to issue a Request for Proposal (RFP) for a contract on behalf of the Department of the Army, Letterkenny Army Depot (LEAD), Chambersburg, Pennsylvania. PSC intends to issue the RFP on or around 10 October 2015. This is a Pre-solicitation notice, thus no proposals are currently being requested and should not be submitted at this time. LEAD is a capabilities-based depot that provides overhaul and repair of power generation equipment, specialized Special Operations vehicles, tactical wheeled vehicles, ground mobility vehicles, biological integrated detection systems, material handling equipment, force provider mobile kitchens, containerized chapels, and various solider support systems. Anticipated Contract Type: Labor-Hour/Time and Materials Basis for Award: Lowest Price Technically Acceptable Place of Performance: Letterkenny Army Depot, Chambersburg, Pennsylvania Period of Performance: 5 years (Base + 4 one year Options) Socio Economic: Total Small Business Set Aside North American Industry Classification System (NAICS) code: 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing Small Business Size Standard: 1,000 employees Product Service Code (PSC): J023, Maintenance and Repair of Ground Effect Vehicles, Motor Vehicles, Trailers, and Cycles Solicitation Number: The solicitation is anticipated to be issued on www.fbo.gov under 16-233-SOL-00002. The current services are currently being provided under contract HHSP233201300036C. The incumbent contractor is Bowhead Support Group, LLC. The primary purpose of this procurement is to furnish all labor, management, logistical and technical support services to the LEAD civilian and military workforce in recap and reset operations on military armored vehicles and military power generators. Support shall cover three broad ranges of categories: mechanical, logistical, and information technology. Support shall include but not be limited to: troubleshooting, repair, test, installation, removal, plating, painting, refinishing of electrical, electronic and mechanical systems and sub-systems during repair, overhaul, reset, recap, supply, shipping/receiving of parts, and remanufacturing operations on various systems and other support process tasks. Tasks range from minor repair and return to depot level, overhaul, fabrication of electrical and mechanical components, integration of systems, software maintenance, information technology troubleshooting, and program development. Recapitalization programs will involve the rebuild and selective upgrade of currently fielded systems to near zero time/zero mileage systems. This shall include but not be limited to Generator sets, Mine Resistant Ambush Vehicles, SOCOM Vehicles (Special Operations), Buffalo, Route Clearance Vehicles, Patriot Missile Systems, military tow vehicles, Hellfire, Avenger, and Ground Mobility Vehicles. Reset workload will require restoration and repair of a wide variety of equipment to varying degrees of readiness. This shall include but not be limited to Generator sets, Mine Resistant Ambush Vehicles, SOCOM Vehicles, Buffalo, Route Clearance Vehicles, Patriot Missile Systems, military tow vehicles, Hellfire, Avenger and Ground Mobility Vehicles. Interested parties must be registered in the System for Award Management (SAM) at www.sam.gov prior to award of the contract. The solicitation for this acquisition will be released electronically and documents will be available only on the Federal Business Opportunity website at www.fbo.gov. All changes to the solicitation will be made via amendments posted to www.fbo.gov. It is the offeror's responsibility to monitor the website daily for any posted notices or amendments to the solicitation. The solicitation will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest.
