THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. The Bureau of Engraving and Printing (BEP) intends to award a firm-fixed price contract using other than full and open competition IAW 13.106-1. Solicitation from a Single Source for recovering or resurfacing of BEP Security Production equipment. The intended contractor is Bottcher America Corporation 4600 Mercedes Drive Belcamp, MD 21017. This notice of intent is not a request for quotes. A determination not to compete this proposed contract based upon responses to this notice, if any, is solely within the discretion of the Government. The NAICS code is 326299 and the small business size standard is 500 employees. Interested parties who believe they possess the technical capabilities to satisfy this requirement should submit documentation that clearly demonstrates their technical capabilities. Responses to this notice shall be received no later than 12:00pm EST on Wednesday, September 16, 2015. All responses shall be submitted in writing, and via email, to the point of contact specified in this notice. Any cost associated with the preparation and submission of data or information or any other costs incurred in responding to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government. PERFORMANCE WORK STATEMENT OFFICE OF SECURITY PRINTING WASHINGTON, DC & FORT WORTH, TX OFFSET PRINTING DIVISON / INTAGLIO PRINTING DIVISION-ECF 1. SCOPE OF SERVICE This statement of work establishes the service requirements for the recovering or resurfacing of Currency Manufacturing rollers specifically Simultan rollers in the Offset/LEPE Printing Division (Offset) and Super Orlof Intaglio (SOI) & I-10 rollers in the Plate Printing (PP) Division of the DC Currency Facility (DCF) and Western Currency Facility (WCF), hereinafter referred to as Offset/PP rollers. The rollers are used on presses in the manufacture of United States currency in the Bureau of Engraving and Printing, hereinafter referred to as the "BEP". The rollers are used to apply ink to the printing plates before the plates come in contact with the printing surfaces of the currency paper. Technical documentation, quality assurance programs, and transportation of the re-covered rollers to the Bureau of Engraving and Printing shall be included as part of this service. 1.1 Description This Statement of Work covers contract services for recovering and/or resurfacing BEP Security Production equipment specifically Simultan rollers in the Offset/LEPE Division and Super Orlof & I-10 rollers in the Plate Printing Division of the ECF & WCF. The vendor shall provide all services, personnel, facilities, and materials necessary to return to the BEP rollers used on the presses at the BEP, Washington, DC and Ft. Worth, TX facilities. The tasks covered by this Statement of Work include, but are not limited to the following: a. Picking up rollers at the BEP. Rollers that must be recovered include: 1. 80MM Form 2. 80MM Transfer 3. 95MM Transfer 4. 103MM Form 5. 120MM Transfer 6. 130MM Transfer 7. 60MM Vibrator 8. 80MM Oscillating SOI 9. 127MM SOI 10. 151MM SOI 11. 810MM SOI Intermediate Roller ( Direct # 4 ) 12. 740MM I-10 Oscillating Roller 13. 750MM I-10 Inking Roller b. Preparing and inspecting or testing rollers c. Recovering/resurfacing Offset rollers with compound "Chameleon 38" material d. Recovering/resurfacing Super Orlof Intaglio & I -10 rollers with compound 03130, 47138 and 37738 chameleon 2 materials (Please note change from previous contracts). e. Resurfacing bearing ends of rollers if required upon authority of BEP authorized representative f. Finishing and apply protective covering on the rollers g. Delivering finished rollers to the BEP 1.2 Background The rollers are the prescribed mechanism for applying ink from the ink fountain to the printing plates on various presses mentioned above at the BEP. These rollers must be resistant to physical and chemical attack and degradation by the components of offset inks or Intaglio inks and cleaning chemicals described. The rollers must adequately apply ink to the image areas of plates. Because of changes to the currency that are anticipated during the life of this contract, the vendor should have facilities, or access to facilities, where formulation changes can be explored should the need arise. There may be changes to the inks, paper or plates that would affect the roller properties. Formulation changes may then be needed to accommodate the new requirements. 2. REQUIREMENTS 2.1 Material, Design and Construction. A. Rollers shall be covered with compound required for that particular printing aspect. All layers of these materials shall be continuous over the entire surface of the roller. B. Rubber Compound and Performance - There shall be no leaching of chemicals from the rubber compound and No plasticizers Di-octyl Phthalate (DOP) and Di-isononyl Phthalate (DINP). Rollers must be able to perform with UV inks with no adverse effect on the compound, surface, ink transfer. 1. Offset Rollers - The hardness as measured by durometer for the Offset rollers recovered will be within 37-40 Shore "A". However, if another durometer reading needs to be established for a particular roller, the vendor shall be held to that durometer reading ± 2. 2. SOI Rollers - The hardness as measured by durometer for the SOI inking rollers, oscillating rollers and to inclunde all rollers recovered will be within 30-45 Shore "A". However, if another durometer reading needs to be established for a particular roller, the vendor shall be held to that durometer reading ±2. Must be heat resisting up to 80 degree Celsius. 3. I-10 Rollers - The hardness as measured by durometer for the I-10 inking rollers recovered will be within 30-45 Shore "A" and the Oscillator rollers will be 30-45 shore A. However, if another durometer reading needs to be established for a particular roller, the vendor shall be held to that durometer reading ±2. Must be heat resisting up to 80 degree Celsius. C. Recycled Material In accordance with the requirements of 42 United States Code 6901, et. seq., and 6962, the BEP encourages the use of the highest percentage of recovered materials practicable in the manufacture of the material and delivery of the finished offset/intaglio rollers as specified herein, as long as all requirements of the statement of work are fulfilled. D. Non-Government Publications The following documents form a part of this specification to the extent specified herein. Unless specified, the issues of the documents that are applicable are the issues in effect on the date of the solicitation. American Society for Testing and Materials (ASTM) Methods: D 2240 - Rubber Property - Durometer Hardness (Request for copies should be addressed to the American Society for Testing and Materials, 1916 Race St. Philadelphia, Pennsylvania 10103-1137.) 2.2 Finishing. Rollers shall be finished to the following requirements: 2.2.1 Surface Diameter A. Offset Outside Dimensional tolerance of +/-.5 millimeters (.0196 inches) • 60 mm: Covered length-850 mm, Core Diameter-39 mm, Over all length-1032 mm • 80 mm (short): Covered length-850 mm, Core Diameter-64 mm, Over all length-1036 mm • 80 mm (long): Covered length-850 mm, Core Diameter-64 mm, Over all length-1036 mm • 95 mm: Covered length-850 mm, Core Diameter-79 mm, Over all length-1087 mm • 103 mm: Covered length-850 mm, Core Diameter-79 mm, Over all length-1031 mm • 120 mm: Covered length-850 mm, Core Diameter-99 mm, Over all length-1087 mm • 130 mm: Covered length-850 mm, Core Diameter-99 mm, Over all length-1034 mm. • All rollers have a 30 degree bevel cut at both ends of the roller B. SOI Roller Dimensions- Dimensional tolerance of ±.5 millimeters (.0196) inches. Each ends of the roller covers must be beveled at 45 degrees. • Roller 127mm - 5.000" / 4.055" / 32.283" / 36.614" • Roller 151mm - 5.945" / 5.118" / 32.283" / 36.614" • Oscillating Roller 80mm - 3.150" / 2.559" / 31.732" / 42.795" • Intermediate Roller 810mm - 8.307" / 7.401" / 32.677" / 40.157" • Journal Repairs. C. I-10 - Dimensional tolerance of ±.5 millimeters (.0196) • Oscillating Roller 740mm - 3.160"/2.323"/26.500"/36.024" Inch • Inking Roller 750mm- 9.488"/8.898"/29.528"/33.268" Inch 2.2.2 Surface Defects There shall be no surface defects on the roller. Such defects include, but are not limited to, pinholes, visible scratches, flat spots and grooves. 2.2.3. Surface Hardness The diameter of the finished roller shall be measured in accordance with this Statement of Work. The covering material producing roller surface shall be ground, machined, or otherwise finished to the size specified above and with a surface hardness of 30-45 Shore "A". 2.2.4 Bearing Journal Surfaces The diameter of the finished bearing journal surfaces shall be 17 millimeters (.6692 inches) with tolerance measured in accordance with section 6.1.5. 2.3 Description of Rollers. 2.3.1 Surface Roughness The diameter of the finished roller shall be measured in accordance with this Statement of Work. The covered roller shall be ground, machined, or otherwise finished to the size specified above and with a surface roughness of 4 (+/- 1 micro-meters) 2.3.2 Circular Runout The runout of the finished roller shall be measured in accordance with this Statement of Work. The covered roller shall be ground, machined, or otherwise finished to the size specified above and with a Circular Runout not to exceed.05 millimeters (.0019 inches) 2.3.3 Service Life Service life is determined in terms of number of impressions that a roller reaches from the time that it is put on press, to the time that it is no longer usable. The roller will be deemed unusable when the quality of print is unacceptable due to pinholes, flat spots, grooves or other surface defects of the roller surface, or when it is no longer transferring ink properly for whatever reason. The BEP is seeking rollers that give the best average service life while causing the least amount of stress to the press provided all other requirements of this Statement of Work are met. The Offset/Intaglio rollers shall have a minimum average press life of fifteen million (15,000,000) impressions. • The finished surface shall not have surface defects that affect the application of inks from the ink fountain to the printing plates. • The rollers shall not show premature deterioration due to contact with printing inks. They should not swell nor soften due to contact with the inks while on the press. • The roller covering or surface shall not exhibit any physical changes or deterioration during and after cleaning with current BEP approved cleaning solvents that would render it unfit for production use. (See Section 6.4 for a description of approved cleaning solutions and solvents.) 2.4 Offset/Intaglio Roller core requirements A roller core is a steel roller shaft of 40 millimeters (1.5748 inch ) wall diameter. It is closed at both ends. The end closures are 17 millimeters (.6692 inches) bearing journals flanged to mate with the steel roller tube. A tolerance of K6 is required for bearing journal surfaces. The flanges and the tube are welded together. Each journal is fitted with bearings that mount the roller into the press. The vendor shall take precautions to ensure that the journal ends are not damaged during processing. 2.5 Roller Identification The Offset/Intaglio roller cores shafts are stamped at one end by a number relating to roller diameter and manufacture significance. This number is located at one end of the shaft and is for their identification purposes. Another serial number is placed at the opposite end of the shaft by the roller company supplying Offset/Intaglio roller recovery service to BEP. This is a three digit number relating to roller diameter size, numerical order and accountability for BEP. The three digit serial number that follows the prefix letter identifying the diameter and size of roller are as follows: A. Offset • 60mm Ductor rollers will have a serial # range starting at 100 and ending at 300. • 80mm Transfer rollers (Long Shaft) will have a serial # range starting at 301 and ending at 400. • 80mm Inking roller (Short shaft) will have a serial # range starting at 401 and ending at 500. • 95mm Transfer roller will have a serial # range starting at 501 and ending at 600. • 103mm Inking roller will have a serial # range starting at 601 and ending at 700. • 120mm Transfer roller will have a serial # range starting at 701 and ending at 800. • 130mm Inking roller will have a serial # range starting at 801 and ending at 900. B. Intaglio • SOI rollers cores shaft are stamped with 3 digit numbers used for tracking 2.6 Return Delivery The vendor shall provide delivery of the finished rollers to the BEP in reusable crates furnished by the BEP. The vendor shall notify the named authorized callers/designated invoice approvers a minimum of 24 hours prior to the return of the finished rollers. Delivery shall be made to: Bureau of Engraving & Printing Loading Dock Attn: Office of Security Printing 14th & C Streets, SW Washington, DC 20228 2.7 Operating Conditions The Offset rollers are operated under the following loads and conditions: A. Maximum Offset press Speed: 12,000 sheets per hour B. Offset Ink Surface Temperature: 67ºF to 95ºF C. Offset Roller to Roller Contact Stripe: 3/16 inch D. Chemicals in contact with roller surface: (1) Offset Printing Inks (2) Febolube WP (3) Feboclean 2000 (4) Böttcherin Offset UV (5) Böttcherin Offset 40 (6) ECONOMIST (7) Green Clean The SOI & I-10 rollers are operated under the following loads and conditions E. Maximum SOI press Speed 12,000 sheets per hour F. SOI Ink Surface Temperature: Up to 80ºC G. SOI Roller to Roller Contact Stripe: 6 mm - 12 mm H. Chemicals in contact with roller surface: (1) Intaglio Printing Inks (2) Varsol (3) Bottcher 40 (4) Economist (5) Simple Green (6) LOVO 50 (7) Ink O Save (8) WD 40 2.8 Condition of Rollers at Time of Receipt 2.8.1 Receipt by the Vendor. The BEP will provide sound and serviceable roller assemblies. The vendor shall visually inspect the rollers. Rollers that the vendor suspects are uncoverable or cannot be used on a press shall not be processed and a written condition report shall be provided to the COR. Upon review of the written condition report, the BEP will advise the vendor as to the disposition of the uncoverable roller. Freight costs for uncoverable rollers returned to the BEP will be at the expense of the Government. 2.8.2 Receipt by the Government - Facility of Use. Rollers shall be returned to the issuing BEP facility in accordance with the delivery schedule, F.O.B. destination and ready for use when removed from the shipping container and shall not require conditioning before use. 2.8.3 Rework of Deficient Rollers. Recovered rollers that do not meet the requirements of 2.8.2 shall be picked up by the vendor for reworking within 7 calendar days after notification by the BEP. 2.8.4 Government Furnished Property. The Government shall furnish to the Vendor rollers as defined in Paragraph 2.8.1 above in reusable shipping crates. 2.8.5 Vendor Documentation. The Vendor shall be responsible for furnishing the following documentation to the Government: a. Material Safety Data Sheet (MSDS) b. Condition Reports of unserviceable rollers identifying core and problem c. Certificate of Compliance 2.8.6 Turnaround Time. The vendor shall return the rollers within the agreed contract time. At no time shall the rollers be out of the BEP for more than 30 calendar days. 2.9 Authorized Shipment The following BEP employees are authorized to ship rollers for recovery: Kristopher Dethloff James Sutherland Donovan Elliott Wayne Winebrenner Edwin Mejia 3. Safety and Health in Handling, Printing, and Processing 3.1 The EMS Facility Management Representative is responsible for: 3.1.1 Communicating with OEHS and EHS Branch Program Managers to assure that specifications are kept up to date. 3.2 CO/CORs are responsible for: 3.2.1 Communicating the specifications of this procedure to vendors/contractors (as applicable); and 3.2.2 Communicating with the EMS Facility Management Representative when these boilerplate requirements need to be changed. 3.3 Bureau Personnel (and Contractor Personnel) are responsible for:Material Safety 3.3.1 Assuring that materials to be brought onto BEP property conform to these specifications; and 3.3.2 Communicating with OEHS or EHS Branch (or their COR) when there is uncertainty about these specifications 3.4 Reformulation. Because of the redesigning of U.S. currency, changes may be made to the inks, paper and/or plates that significantly affect the roller properties. Should the government requirements change because of these changes, the vendor may be required to reformulate the rubber covering used to accommodate the government's new requirements. 4. QUALITY ASSURANCE PROVISIONS 4.1 Vendor Quality Assurance The vendor shall certify that the rollers delivered to the BEP meet the requirements of this specification. (See paragraph 4.2.2 Vendor Documentation) 4.1.1 Vendor Quality Assurance Plan. The vendor shall maintain a documented and functioning quality assurance program. The vendor shall rely on its existing quality assurance system. This system shall assure that the services supplied to the BEP meet the requirements of this specification. 4.2 Inspection and Testing 4.2.1 Responsibility for Inspection and Testing. Unless otherwise specified in the contract or in the purchase order, the vendor is responsible for the performance of all inspection and testing requirements as specified herein. Except as otherwise specified, the vendor may utilize his own facilities or any commercial laboratory acceptable to the BEP. The BEP reserves the right to perform any of the inspections and tests set forth in the specification. This may include periodic quality audits at the facilities of the manufacturers. 4.2.2 Vendor Documentation. The vendor shall certify that the rollers supplied under this specification meet all the requirements set forth in this specification. Signed certification for each roller supplied to the BEP shall accompany the reports of inspections and tests. The certificate shall be received with or before the shipment. The certificate shall be furnished to the BEP's Contracting Officer's Representative (COR). Copies of reports showing the results of inspections and tests for each roller shall also be furnished to the COR. 4.2.3 BEP Testing. The BEP will evaluate the rollers on BEP equipment for compliance with the requirements of section 2. Requirements. 4.2.4 Hardness. Durometer hardness shall be determined in accordance with ASTM method A 4.3 Shipment and Return of Rollers The rollers shall be inspected, covered, and returned to the BEP within 30 calendar days of receipt by the vendor. The vendor shall provide pick-up and return delivery of the rollers to the BEP. Delivery shall be made to: Bureau of Engraving & Printing Loading Dock Attn: Office of Security Printing 14th & C Streets, SW Washington, DC 20228 5. PACKAGING AND LABELING 5.1 Packaging The rollers shall be packaged for shipment in containers supplied by the BEP. The roller surface shall be wrapped in a protective covering such as light resistant kraft paper. The rollers shall be well secured within the container so as to prevent damage during handling and/or shipment. The crate shall be banded and mechanically fastened. 5.2 Labeling Each roller shall have a label attached. Labels are to be affixed on the kraft paper side of the roller. The label shall be legibly labeled with the following information: • Name of press • Number of position of roller • Size (diameter) • Customers name • Material number • Core number • Purchase order number • Order number • Date of Manufacture 5.2.1 Marking. The rollers shall be sent to the vendor in reusable wooden crates with reversible lids. One side of the lid shall be addressed to the vendor; the other side shall be addressed to the BEP. The marking used shall be legible, not less than 1 inch (25.4 millimeters) high, and of a color contrasting to that of its background. In addition, each container shall be labeled in accordance with the applicable Department of Transportation rules and regulations, and with the information required by the Occupational Safety and Health Administration's Hazard Communication Standard. 6. NOTES 6.1 Definitions. Certain words and phrases are frequently used in this specification. The following rules will apply: 6.1.1 "Shall", the emphatic form of the verb, is used whenever a mandatory requirement is intended to express a provision that is binding. 6.1.2 "Will", is intended to express a declaration of purpose on the part of the Government. It may also be used to indicate simple futurity. 6.1.3 "Should" is used whenever a non-mandatory requirement is judged to be the best characteristic for the material or product. As such, this requirement will be graded during the evaluation of the material in order to assist in the selection of the best qualified material. 6.1.4 "Impressions" - for the purpose of this solicitation, "impressions" refers to the number of full size currency sheets printed on an Simultan offset printing press or an SOI press; in the course of making an impression, the rollers transfers ink from the ink fountain to the form rollers; the wet or dry offset printing plate is inked (by the form rollers); the blanket is inked by the wet or dry offset printing plate; the full size currency sheet travels between two blanket cylinders under pressure to each other causing the image to transfer to the paper simultaneously. Simultaneous offset printing refers to printing both sides of the sheet of currency paper at the same time. 6.1.5 "K6" A measurement of +.001 millimeters to +.012 millimeters (+.00004 to +.00047 inches) 6.2 BEP Production Equipment. 6.2.1 Printing Presses. The BEP uses Super Simultan 212 Offset printing La Rue-Giori multi-color sheet fed printing presses, Super Orlof Intaglio printing La Rue-Giori. 6.2.2 Durometer - The BEP uses Pacific Transducer Corporation (PTC) Model Nos. 306L to measure roller hardness. 6.4 Cleaning Solutions, lubricants and Solvents Used by the BEP A. Offset • Febolube WP • Feboclean 2000 • Böttcherin Offset UV • Böttcherin Offset 40 • Böttcherin Offset 40/50 • ECONOMIST • Varsol • Green Clean • Lo Vo 50 B.
